About this opportunity
The Washington Suburban Sanitary Commission (WSSC) in Maryland is soliciting sealed bids through an Invitation for Bids for Fire Flow Testing Services, with a non-mandatory pre-bid meeting on November 9, 2026 at 2:00 p.m. via Microsoft Teams and responses due November 30, 2026 at 2:00 p.m. through WSSC's eProcurement Portal. No set-aside is designated, and MBE and SLBE program participation is addressed as an appendix requirement. WSSC intends a single award to the lowest responsive and responsible bid price.
The contractor plans, coordinates, and performs fire flow testing that measures static pressure, residual pressure, and flow rates at designated test locations across the water distribution system. The contractor also collects and validates field data and submits complete reports. Work must maintain system integrity, minimize customer and traffic disruption, and comply with WSSC Water standards. Required qualifications include at least five years of fire flow testing experience, two crews capable of simultaneous operations with experienced crew leads, and at least one staff member holding a current Maryland Water Distribution System Operator D-1 license. Insurance requirements include workers compensation, commercial general liability, business auto, umbrella, pollution liability, and errors and omissions coverage, with WSSC named as additional insured.
Pricing must be an all-inclusive unit price covering fringe benefits, overhead, profit, and general and administrative expenses, with mobilization and demobilization included in each line item. Daily rates apply to an eight-hour workday within a 24-hour period. Prices remain firm during the initial term. Subsequent annual adjustments are at WSSC's sole discretion, capped at 10 percent up or down and subject to U.S. Bureau of Labor Statistics data. Prompt payment discounts of 15 days or more factor into award consideration. The contract provides base and option years. The sample estimate form lists one fire flow test at $1,500 per unit, 3,000 hydrant inspections, 3,000 valve inspections, and traffic setup for county, state/arterial, and residential roads at five eight-hour days each. The listed jurisdiction is Prince George's County.
Questions are due November 12, 2026. Addendum #2 Revision is attached and posted October 29, 2026. Also attached are Maryland Department of the Environment General Permit 17-HT Notice of Intent and Declaration of Intent forms and a Mid-Atlantic Purchasing Team cooperative purchasing clause.
