About this opportunity
Seminole County, Florida has issued an Invitation for Bid (IFB-604859-24/LNF) for comprehensive Fire Extinguisher Services across 169 county-owned facilities. The procurement seeks a single vendor to provide annual maintenance and repair services for fire extinguishers, including cleaning, hydrostatic testing, recharging, and miscellaneous repairs for pressurized water, dry chemical, and carbon dioxide extinguishers. Key deliverables include annual servicing of extinguishers, detailed inspection reports, and full collection, testing, and re-hanging of equipment at various county sites spanning municipalities like Sanford, Longwood, Casselberry, Altamonte Springs, Oviedo, Winter Springs, and Geneva. Contractor qualifications include maintaining a current Fire Extinguisher Permit, Fire Equipment Dealer License, and employing State of Florida certified personnel. The evaluation criteria is heavily price-weighted, with 99% of scoring based on the lowest cost proposal and 1% on reference checks. Bid questions are due by August 19, 2024, with final proposal submissions required by August 28, 2024, at 2:00 pm. The contract term is three years with options to renew for two additional one-year periods.
The contract does not specify specific set-aside designations for disadvantaged enterprises. Contractors must comply with E-Verify requirements and verify employment eligibility of new employees. The first three months of the contract are probationary, during which Seminole County may terminate the agreement with or without cause. Insurance requirements are substantial, mandating workers' compensation, commercial general liability, and business automobile liability insurance with coverage limits ranging from $1,000,000 to $2,000,000. While specific budget ranges are not explicitly detailed, the comprehensive nature of the contract covering 169 sites suggests a significant potential contract value. Contractors must provide their own labor, materials, equipment, and coordination, and must comply with Department of Transportation, OSHA, and NFPA standards. The contractor must also attest that they are not owned or controlled by a government of a Foreign Country of Concern, indicating potential national security considerations in the procurement process.
