About this opportunity
Lewis County, New York is requesting proposals for annual service and hydrostatic testing of approximately 275 fire extinguishers located in County buildings and vehicles, with proposals due October 1, 2026 at 10:30 a.m. Addendum No. 1, issued September 24, clarifies service requirements and establishes a standardized per-extinguisher pricing structure for the five-year contract term.
Eligible applicants must demonstrate a minimum of three years' experience in fire extinguisher inspection and service and provide three customer references. The scope includes annual external inspections covering physical damage, corrosion, nozzle and hose condition, pressure gauge verification, tamper seal integrity, safety pin installation, accessibility, and mounting confirmation; determination of units requiring six-year internal examinations or hydrostatic testing; and provision of all services for the full five-year contract term. The inventory consists of 80 10-pound units, 67 2-pound units, 121 5-pound units, 5 20-pound units, and 2 1-pound units.
Proposals must include annual pricing for Years 1 through 5 separated into service and hydrotest costs per extinguisher, completed bid form, signed non-collusion statements, anti-sexual harassment affirmations, corporate attestations of good standing, and Iran Divestment Act compliance certifications. Contractors must carry automobile liability insurance and comprehensive general liability insurance with minimum limits of $1,000,000/$2,000,000 and $2,000,000 aggregate, respectively. New York State prevailing wage rates apply where applicable. Award is anticipated November 3, 2026, for an initial five-year term. Evaluation criteria emphasize pricing, with secondary consideration of contractor reputation, service quality commitment, and best value. The evaluation committee includes the General Services Legislative Committee, County Manager, Director of Buildings and Grounds, and County Attorney.
