About this opportunity

The City of Toledo, Ohio is requesting bids for the purchase of two new 2027 International MV607 SBA LP medium-duty ambulance chassis and the complete remount and refurbishment of two existing ambulance patient care modules, with bids due November 3, 2026 at 1:30 p.m. EST and public opening at 2:00 p.m. EST via Zoom. Evaluation will be on a "lowest and best" basis considering bid price, past work experience with Toledo, minority business enterprise (MBE) participation, and local preference under Toledo Municipal Code section 187.34.

The scope encompasses removal of existing modules from current chassis, refurbishment and upgrades to both modules, installation onto new chassis, and delivery of two fully operational ambulances meeting CAAS and AMD safety standards. Refurbishment specifications include new graphics, emergency lighting, flooring, cabinetry, seating, oxygen systems, HVAC equipment, electrical system upgrades, communications equipment integration, and shoreline connections. Desired delivery is approximately 6 to 9 months from production start. Itemized proposals must cover chassis costs, remount services, refurbishment, equipment, freight, inspection, and any available trade-in credit for existing chassis.

All bids must be submitted through PlanetBids with prices to two decimal places. A bid guaranty (cashier's check or bid bond) is mandatory; bids lacking guaranty are non-responsive. Living wage requirements apply to contracts exceeding $10,000: $17.45 per hour (or 110% of updated federal poverty level) with health benefits not exceeding 15% of monthly wages, or $20.63 per hour without coverage. Contractors must register with Toledo's Division of Taxation, pay a $250 registration deposit, and withhold municipal income tax (2.5%) from employee wages. For contracts exceeding $100,000, contractors must maintain commercial general liability ($2,000,000 aggregate), auto liability ($1,000,000 per occurrence), and umbrella liability ($5,000,000). Certificate of Insurance must be filed before work commences and twelve months of continued coverage submitted with final payment. Contract term continues until performance obligations are met, not to exceed one year, with one-year renewal options available.
