About this opportunity

The University of Texas Health Science Center at San Antonio (UT Health San Antonio) is soliciting competitive sealed proposals through RFP No. 745-26-P35 for Fire Alarm System Services, a comprehensive procurement for the installation, maintenance, and repair of commercial fire alarm systems on an as-needed basis across UT System member institutions. Proposers must be Authorized Notifier Dealers certified in designing, programming, and commissioning fire alarm systems and must demonstrate a minimum of five years of commercial fire alarm system experience with competent and qualified technicians capable of providing service within 24 hours. The contract will be awarded on an indefinite quantity, non-exclusive basis with pricing submitted on hourly rates for supervisory and skilled technician labor, plus separate mark-up rates for proprietary and non-proprietary equipment and materials, with additional factors for after-hours work performed after 5:00 p.m. Monday through Friday and all day Saturday, Sunday, and holidays. Deliverables include all required supervision, labor, materials, equipment, and tooling necessary to complete fire alarm system work in a safe, expeditious, and professional manner in accordance with State Fire Marshal Office and NFPA standards. The question deadline is 5:00 p.m. on Friday, March 27, 2026, with both proposal and HUB Subcontracting Plan submissions due by 3:00 p.m. on Friday, April 10, 2026, via the Bonfire online submission system; no pre-submittal conference, site visit, or public opening is scheduled. Evaluation criteria are weighted as follows: cost of goods and services (50%), proposer's experience in higher education and healthcare fire alarm services (10%), ability to provide timely maintenance and repairs within 24 hours (10%), qualifications to install and service Notifier Fire Alarm Systems (10%), compliance with applicable standards (10%), and exceptions to contract terms and conditions (10%).

A Historically Underutilized Business (HUB) Subcontracting Plan is mandatory for all proposers and must be submitted with the proposal by the April 10, 2026 deadline, with contractors required to submit a Prime Contractor Progress Assessment Report monthly during the active contract term documenting all subcontractor payments. The initial contract term is two years from April 1, 2026, through March 31, 2028, with the University holding options to renew for two successive one-year terms upon written notice at least 60 days prior to expiration. The overall maximum contract value is capped at $5,000,000 without prior Board of Regents authorization, though the University is under no obligation to request services on an indefinite quantity contract. Contractors must maintain professional liability insurance of $1,000,000 per claim and $2,000,000 aggregate, commercial general liability of $1,000,000 per occurrence, and worker's compensation at statutory limits for on-site work. Payment terms follow the Texas Prompt Payment Act with net 30-day terms via electronic funds transfer or ACH, and the University is exempt from Texas Sales & Use Tax. Proposers must also comply with all applicable statutory requirements including tax certifications, antitrust laws, equal employment opportunity standards, and various Texas Government Code provisions regarding boycotts, discrimination restrictions, and foreign adversary limitations.
