About this opportunity

Southwestern Illinois Community College is seeking a vendor to perform inspections, testing, service, and maintenance on fire alarm systems and elevator FAID testing across all facility buildings, with proposals due August 21, 2026. Prevailing wage certification under the Illinois Prevailing Wage Act is mandatory; all contractors and subcontractors must pay laborers, workers, and mechanics no less than current prevailing wage rates (hourly cash wages plus fringe benefits) applicable in the county where work is performed, and bidders failing to provide the required certification will be deemed non-responsible.

The scope includes inspections and testing of fire alarm equipment, specifically a Simplex 4007ES Fire Alarm Panel and related components — addressable smoke sensors, restorable heat detectors, conventional duct detectors, fire/gas/flame detectors, pull stations, and door holders — as well as elevator FAID testing compliant with applicable NFPA standards. The vendor must provide trained technicians, all necessary labor, materials, equipment, and tools. Work will be performed Monday through Friday between 7:00 AM and 3:00 PM, excluding federal and state holidays, scheduled as soon as practicable following contract execution and coordinated with the facility's Chief Stationary Engineer to minimize operational disruption.

The initial contract term is one year, with a maximum total term not exceeding ten years including renewals and extensions. Pricing is estimated, with total payments under the initial term not to exceed an amount to be entered by the State prior to execution. The contract carries no set-aside for small business, minority-owned, women-owned, persons-with-disabilities-owned, or veteran-owned business enterprises.

General commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability insurance of $1 million per occurrence, and workers' compensation insurance as required by law are required; the State must be named as additionally insured. All transportation, handling, and travel expenses are the vendor's responsibility under F.O.B. destination pricing. Prevailing wage rates are published on the Illinois Department of Labor website; contractors must monitor for rate revisions.
