About this opportunity
Hillsborough County Public Schools (HCPS), the nation's seventh-largest school district serving approximately 225,000 students across 235 schools in Hillsborough County, Florida, is soliciting proposals from qualified contractors to provide comprehensive maintenance, repair, and modification services for existing and future fire alarm systems from multiple manufacturers including Silent Knight, Simplex, Fire Lite, Edwards, EST, Siemens Cerberus, Faraday, Notifier, Fahrenheit, and ESL. Contractors must be licensed as Fire Alarm System Agents (FASA) by the State of Florida and hold Level III Certification from the National Institute for Certification in Engineering Technologies (NICET) in Fire Protection/Fire Alarm Systems. The contract encompasses both non-proprietary and proprietary fire alarm system services with strict service response requirements: Priority 1 emergencies demand on-site response within four hours, Priority 2 repairs within ten business days, and Priority 3 work within fifteen business days. HCPS may award contracts to up to three distinct primary vendors by maintenance area (West, Central, and East) with secondary contractors designated as backups, with the initial contract term beginning upon Board approval and automatically renewing for up to four additional one-year periods contingent upon appropriations, contractor performance, continued need, and mutual agreement. Pricing for projects not exceeding $10,000 must be submitted on a firm, fixed basis with FOB Destination delivery to all HCPS locations, with allowance for cost-plus pricing up to a maximum 15 percent markup for unspecified miscellaneous materials. Questions are due Monday, April 13, 2026, at 5:00 PM ET, with proposals required by Monday, April 27, 2026, at 5:00 PM ET, submitted electronically through www.myVendorLink.com in accepted file formats (Excel, PDF, or ZIP).
HCPS encourages utilization of Office of Supplier Development-registered small business enterprise (SBEP) vendors, with evaluation points awarded based on the percentage allocation to certified small businesses, though no specific set-aside percentages are mandated. All proposers must complete two mandatory affidavits prior to acceptance: certification that the company is not owned by or does not have controlling interest from foreign countries of concern (China, Russia, Iran, North Korea, Cuba, Venezuela, or Syria) as required under Florida Statutes Section 287.138, and attestation regarding non-engagement in coercive labor practices and human trafficking as mandated by Florida Statutes Section 787.06(13). Contractors must maintain minimum insurance coverage including Workers' Compensation, Commercial General Liability with $1,000,000 general aggregate limits, and Business Automobile Liability, with HCPS named as additional insured. No specific funding amount or budget range is stated in the solicitation, as contract performance is contingent upon annual appropriations by the School Board and the estimated annual usage provided on the price sheet (285 hours of standard maintenance and 12 hours of non-standard maintenance for non-proprietary systems; 3,200 hours of standard maintenance and 50 hours of non-standard maintenance for proprietary systems) serves only as an estimate for pricing purposes. Payment terms are Net 45 days from delivery or invoice receipt, whichever is later, in accordance with the Florida Prompt Payment Act.
