About this opportunity
The Board of Public Education for the City of Savannah and the County of Chatham (Savannah-Chatham County Public School System) is soliciting sealed proposals for fire alarm monitoring, testing, inspection, and repair services under RFP 26-14, with proposals due by January 22, 2026. The procurement encompasses comprehensive fire alarm system services across 60+ school sites and administrative facilities, including 24/7 monitoring compliant with NFPA 72 standards, annual inspections and testing, and repair services for multiple fire alarm system manufacturers (Simplex, Notifier, and EST), as well as Area of Rescue systems and Emergency Responders Radio Communication System (ERRCS) equipment. The successful offeror must initiate initial inspections within 30 days of contract award and complete them within 120 days, maintain firm pricing for 90 days after bid submission and throughout the initial one-year contract term with no price increases permitted, and provide all-inclusive inspection costs covering labor, travel, equipment, and overhead. Required qualifications include a minimum of five years' continuous experience providing similar services to educational, governmental, or municipal agencies, UL certification for monitoring services, general liability insurance of at least $1,000,000 and professional liability coverage of $3,000,000, and three professional references. The contract term is one year from the effective date with options for two additional one-year renewal periods by mutual agreement, with renewal pricing capped at no more than 5% annual increases. Award will be made to the responsive and responsible bidder submitting the lowest total bid, with the District reserving the right to subdivide awards among multiple vendors if a single vendor cannot service all system types.
No specific set-aside designations for disadvantaged enterprises, minority-owned businesses, or other socioeconomic categories are mentioned in the solicitation documents. The District has already completed dialers for monitoring services and will not accept Time and Materials pricing for dialers, and fire sprinkler inspection services are excluded from this contract as they are managed by a separate contractor. No bid bonds or performance bonds are required, and no incumbent vendor information is disclosed in the available documentation. Bidders must comply with E-Verify requirements under O.C.G.A. 13-10-91(b), federal debarment provisions under 2 CFR 180, and lobbying disclosure requirements under 31 U.S.C. Section 1352 if federal grant funding is involved. The solicitation does not provide a specific budget range or award value; pricing will be determined through the competitive bidding process with costs outlined in Attachment B. The contract representative is Randy West, Director of Maintenance and Operations, and payment will be made within forty days of invoice submission, provided all documentation requirements are met.
