About this opportunity

Arapahoe County, Colorado is requesting proposals for fire alarm control panel replacement and device upgrades at the Arapahoe County Sheriff's Office under RFP issued through the Finance Department Purchasing Division, with proposals due October 30, 2026 at 2:00 p.m. and mandatory pre-solicitation meeting and facility walkthrough on October 16 at 10:00 a.m. at Sheriff Headquarters in Centennial.

Attendance at the October 16 pre-solicitation meeting is required for proposal eligibility. Contractors must hold NICET Levels II through IV certifications and provide documentation of localized fire alarm contractor licensing; current certifications must accompany the proposal. All contractor and subcontractor employees require background check submission (full name, date of birth, social security number, driver's license number) within fourteen days prior to site appearance.

The scope is a complete turnkey project comprising permitting, fabrication, materials, labor, tools, equipment, transportation, supervision, testing, and inspections to replace one fire alarm control panel in the Sheriff's Office mechanical room and upgrade existing fire alarm devices per construction documents and Project Manual dated August 11, 2026. Construction commences as soon as practicable after contract execution and permit issuance. The contract term extends from Notice of Award until all items are delivered and accepted, with warranty remaining in full force beyond contract term.

Contractors must propose a fixed fee with all costs embedded, including general conditions and all work specified; prices remain fixed and firm throughout contract term unless mutually agreed scope change occurs. A 5 percent bid guarantee (certified check, cashier's check, or bid bond payable to Arapahoe County Government) and performance and payment bond equal to full contract price (due within ten days of contingent award) are required. Liquidated damages of $100 per day apply for Phase 1 overages and $400 per day for Phase 2 overages.

Evaluation scoring weights written responses at 100 percent: firm profile and project approach (25 percent), project schedule (30 percent), and fee proposal (45 percent). Questions are due October 19 at 2:00 p.m. The project is partially or wholly federally funded, requiring compliance with the Contract Work Hours and Safety Standards Act, Clean Air Act, Federal Water Pollution Control Act, Byrd Anti-Lobbying Amendment, and Davis-Bacon Act provisions. A one-year warranty against faulty labor and defective materials is required.
