About this opportunity
The Illinois Department of Corrections is soliciting a sole-source service contract for fire alarm testing, inspection, and maintenance at Pinckneyville Correctional Center, with proposals due August 11, 2026. This is a small purchase with sole-source conditions for the proprietary Johnson Controls fire alarm system — a decision-flipping constraint that restricts competition to Johnson Controls or authorized vendors for that specific equipment.
The scope encompasses annual testing and inspection of the entire Johnson Controls system across all protected buildings, including 7 batteries, 101 duct detectors, 176 heat detectors, 7 panels, 57 pull stations, 488 smoke detectors, 13 tamper switches, 31 water flow switches, and 7 horn/strobes. Each device must be tested using calibrated methods; the contractor shall advise the facility's Chief Engineer of components requiring repair or replacement and submit detailed inspection and testing reports for each visit. Call-back service is included at no additional cost, and all work and materials are guaranteed for one year free of defects. Work must be performed during normal workdays (Monday through Friday, 7:30 a.m. to 4:00 p.m.) at Pinckneyville Correctional Center, 5835 State Route 154, Pinckneyville, Illinois 62274, with scheduling coordinated to minimize facility disruption. Inspection and testing work must begin within two weeks after Fiscal Year 27 commences (September 1, 2026), unless another timeframe is agreed upon.
The contract term runs September 1, 2026 through August 31, 2027. Estimated material costs are $40,000 for the term. Labor rates must include prevailing wage rates for the county, fringe benefits, employer expenses (FICA, workers' compensation, liability insurance, unemployment insurance), and all costs associated with equipment, tools, vehicles, and travel. The vendor must carry general commercial liability of $1 million per occurrence / $2 million annual aggregate and auto liability of $1 million per occurrence. All employees must pass security clearance prior to on-site work. Invoices are submitted monthly to the Pinckneyville Correctional Center Business Office, itemized and approved by the Chief Engineer and Voucher Clerk. Vendors must comply with the Standard Illinois Certifications (Version 26.2) and Standard Terms and Conditions — Facility (Version 23.2), including prevailing wage compliance, background checks, and all 34 distinct certification requirements.
