About this opportunity

The City of Vergennes is soliciting Statements of Qualifications for financial project management, funding administration, and compliance support on a wastewater system improvement project with construction anticipated through 2028 and proposals due October 5, 2026.

The project is funded through multiple public financing sources: USDA Rural Development and the Vermont Clean Water State Revolving Fund (CWSRF). The selected consultant will serve as the City's financial project management advisor and owner-side financial representative, performing a negotiated mix of direct financial-administration tasks, advisory services to City staff, or both. Responsibilities may include managing compliance across funding sources, coordinating with the project engineer, resident project representative, independent auditor, legal counsel, and funding agencies. The consultant will support but will not replace the statutory and professional responsibilities of the City Manager, City Treasurer, and other identified parties. The final scope of services will clearly delineate responsibility for each recurring task and deliverable to minimize duplication of effort.

Compensation will be paid from the City's Sewer Fund operating budget unless otherwise approved by the City and applicable funding agencies. Construction is anticipated to begin in September 2026 and continue through 2028. Place of performance is Vergennes, Vermont (Addison County).
