About this opportunity

The Kentucky Cabinet for Health and Family Services, Department for Medicaid Services (DMS), is soliciting proposals under RFP 746 2500000254 for a single statewide vendor to provide financial management services for participant-directed services in five 1915(c) HCBS waiver programs, with technical proposals due 2:00 p.m. Eastern Time on December 9, 2026. The RFP carries no set-aside, and no minority-owned, women-owned, or other classification preference applies. Offerors must hold at least five years of business licensure and at least five years of experience providing financial management services for 1915(c) HCBS waiver programs, and they must certify non-debarment and that no state or federal contract was terminated for cause within five years.

The vendor serves approximately 15,640 current participants across the Acquired Brain Injury (ABI), Acquired Brain Injury Long Term Care (ABI-LTC), Home and Community Based (HCB), Michelle P. Waiver (MPW), and Supports for Community Living (SCL) programs, plus future participants and individuals on interest lists. Scope includes administrative coordination, financial management, Electronic Visit Verification (EVV) integration, payroll and background check processing, tax form assistance, training, quality assurance, and transition planning. The vendor must integrate with the Kentucky Online Gateway (KOG) for authentication and authorization, comply with HIPAA, and demonstrate capacity to serve all current and future participants without wait lists. Work is performed statewide across Kentucky.

The incumbent providers are local Community Mental Health Centers (CMHCs) and Area Development Districts (ADDs), which currently deliver services on a regional basis. DMS is consolidating them into one statewide contract. Cost proposals are priced per member per month with separate monthly administrative costs, and no travel or training costs are reimbursed. Liquidated damages of $500 per business day apply for failure to meet specified requirements.

Evaluation is based on mandatory pass/fail requirements, bidder qualifications (350 points), approach to scope of work (450 points), technical proposal quality (800 points maximum), cost proposal (300 points), and optional oral presentations or demonstrations (200 points), for a total of 1,300 points. Technical proposals scoring fewer than 480 points are eliminated.

The proposal deadline moved from November 6, 2026 to December 9, 2026 through modification. Commonwealth responses to written questions are anticipated November 18, 2026, and the contract start date is April 1, 2027.
