About this file

This document is a Vendor Pre-Operational Performance Report Card, which serves as an evaluation framework for a state and local contract opportunity with the Department of Management Services (DMS). The report card establishes twenty-one performance requirements organized by category to assess vendor compliance during the pre-operational phase of contract execution. Key performance areas include project management deliverables such as agenda preparation and distribution, change control and change management procedures, document management utilizing DMS's Project Online environment, and the development of critical planning artifacts including a project work plan, RACI matrix, and stakeholder engagement strategy. The vendor is required to deliver an initial draft project schedule within twenty business days of contract execution, prepare a RACI matrix within thirty calendar days of contract signing, and submit training materials for approval no later than thirty calendar days prior to training events. Performance requirements also address the establishment of weekly status reporting using DMS-approved templates, participation in Joint Application Development sessions, and maintenance of milestone dates with DMS approval for any changes to baselined schedules.

The performance report card emphasizes vendor accountability across operational execution, resource management, and quality assurance. Staffing levels must be maintained at ninety percent or more of the approved Staffing Plan throughout the project duration, with vendor staff possessing appropriate experience and dedication to assigned roles. Document quality standards require all deliverables to demonstrate business and technical writing proficiency with minimal ambiguity, proper grammar, and alignment with the Deliverables Expectation Document. Additional requirements include timely identification and management of risks, issues, decisions, and action items within two business days of identification, adherence to a 10-5-5 review cycle for document management, and compliance with all federal and state privacy, confidentiality, and security requirements. All scheduled jobs must be completed within the scheduled timeframe or within two clock hours of the scheduled window, demonstrating DMS's emphasis on on-time performance and operational reliability.
