This is a sole-source intent; the City has identified two intended sources — Matrix Human Services (13560 East McNichols Road, Detroit, Michigan 48205) and Wayne Metropolitan Community Action Agency (7310 Woodward Suite 800, Detroit, Michigan 48202) — but any interested party believing it can meet requirements may submit evidence of capability within seven business days of publication.
The contractor must be a nonprofit organization or local government agency. Scope includes free one-on-one financial counseling, counselor training, data collection, and integration with community services according to the Financial Empowerment Center model established by the Cities for Financial Empowerment Fund. The contractor must maintain records in the FECBOT database, participate in required trainings and learning community activities, adhere to strict data security and client confidentiality protocols, comply with CFE Fund marketing and communications guidelines, and coordinate with the City on service-delivery monitoring. The contractor must obtain CFE Fund approval and establish active agreements with the City, which may be renewed by amendment if the existing agreement expires before contract completion.
The contract term is two years with a total value of $50,000. Respondents must demonstrate organizational capacity through organizational charts, resumes for assigned staff, detailed staffing breakdowns, and documentation of at least three relevant projects completed within the last five years of similar size and scope. Respondents must disclose prior City experience, legal claims or lawsuits within the past ten years, and any terminated contracts. Subcontractors must not appear on the City of Detroit's debarred and suspended suppliers list. Responses are to be submitted online through the EUNA Bonfire supplier portal.
