About this opportunity

Huron Valley Schools is soliciting proposals under RFP HV-946-09042026 for annual financial, single, and compliance audit services, with proposals due November 6, 2026 at 12:00 p.m. Eastern Time. The procurement is run in partnership with the CoPro+ cooperative purchasing program managed by the Public Procurement Institute of Michigan (PPIM), and the resulting master agreement will be a statewide cooperative contract available to other municipalities and school districts. The solicitation identifies no set-aside or preference program. Questions were due October 19, 2026, and Addendum 1, posted October 26, 2026, published the answers.

Qualifying firms must hold active Michigan public accounting licensure, affirm independence under AICPA and Government Auditing Standards, meet continuing education requirements, submit peer review reports, and provide three references from public-school financial audit engagements within the past five years. Scope covers the fiscal year ending June 30, 2027 and includes preliminary fieldwork before June 30 each year, final fieldwork beginning around September 5 with the majority complete by about September 20, and attendance at two annual board meetings to present results.

Pricing must include firm hourly rates and fixed annual project costs for each contract year, with changes between years expressly identified. Every awarded vendor must add a 2.0% administrative and remittance fee payable to PPIM and must match or beat pricing on any existing cooperative contracts it holds. Net 30 payment terms apply, and proposals must exclude sales tax and federal excise tax. The contract runs three years with two optional one-year renewals. Master agreement award is anticipated in December 2026.

Evaluation totals 100 points: pricing 30, references 25, scope of work and requirements 15, company profile 15, and vendor questionnaire 15.

Addendum 1 discloses that the district expects to receive and expend more than $1 million in federal grants during the fiscal year. It reports no disagreements with the prior auditor and no material audit adjustments in the prior year's audit. Ongoing bond-funded work includes a 2019 bond spend-down and a 2024 bond program over roughly ten years, including a new middle school and a full renovation of an existing middle school. The addendum states no anticipated changes to operations or accounting systems for the upcoming fiscal year. Prior-year financial documents are available on the HVS Transparency Page, and prior auditor fee and hours data are in the district's Check Registers.
