About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Department of Military and Veterans Affairs, is soliciting professional architectural and engineering services for keycard access system design and installation, along with new IP security camera deployment at the Jacobetti Veterans Home in Marquette, Michigan. The procurement encompasses three distinct service phases: Phase 500 (Final Design), Phase 600 (Construction Administration - Office Services), and Phase 700 (Construction Administration - Field Services). Deliverables include complete technical and cost proposals, design schedules, contract bid documents for 50% and 90% plan review meetings, construction estimates, and detailed Phase 700 inspection service costs with itemized reimbursables for travel, meals, and lodging. The prime professional must be licensed to practice in Michigan and must coordinate all work while the facility remains occupied and operational to minimize disruption. Proposals will be evaluated on an 80/20 weighted basis, with the Technical Proposal accounting for 80 percent and the Cost Proposal accounting for 20 percent of the evaluation score. The proposal submission deadline is 2:00 p.m. local time on Thursday, May 31, 2018, with written questions due by May 22, 2018, at 5:00 p.m.; no mandatory pre-proposal meeting will be held, but prospective contractors may request site visits by email. Contract recommendations are expected within thirty days following the proposal due date.
Michigan-based business certification is required as a condition of contract award, and the prime professional must submit a Responsibility Certification along with six hard copies and two electronic copies in PDF format via the State of Michigan Procurement System (SIGMA VSS). Compensation will be determined using billable hourly rates by staff classification and estimated hours per phase, with allowances for sub-consultant fees and reimbursable expenses including printing, reproduction, surveys, laboratory testing, and travel exceeding 100 miles one-way with reasonable markups; all other costs including fringe benefits, insurance, overhead, and profit must be incorporated into billable rates. The contract requires Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 general aggregate, Professional Liability (Errors and Omissions) Insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate with a maximum deductible of $50,000, and Umbrella or Excess Liability Insurance of $2,000,000 general aggregate. All project deliverables, including reports, drawings, specifications, and electronic data, become the property of the State upon project completion, and all work must comply with applicable federal, state, and local codes and standards administered by agencies including the EPA, OSHA, DOT, DCH, DEQ, DNR, and MIOSHA. The procurement documents do not specify a contract award value or budget range, nor do they identify any incumbent contractors or existing infrastructure requiring integration. The State reserves the right to reject any or all proposals and assumes no liability for costs incurred prior to contract execution.
