About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Michigan Department of Natural Resources, Parks and Recreation Division, is issuing a Request for Proposals (RFP) for professional architectural and engineering services related to the Whitefish Point State Dock Redevelopment Study in Paradise, Michigan (File #751/17263). The procurement seeks qualified consultants to complete Phase 100 harbor facility study services and Phase 300 conceptual design services for the existing state dock facility located at 17666 N. Whitefish Point Road. Key deliverables include a comprehensive boater market analysis covering a minimum region from Sault Ste. Marie to Marquette including Canadian ports, inventory of transient and seasonal marina activity, engagement with boating industry associations, existing and past regional harbor use statistics, and conceptual site plans for water-based and shore improvements addressing Americans with Disabilities Act (ADA) requirements. The consultant must conduct a mandatory walk-through inspection on July 17, 2018, at 1:30 PM local time at Tahquamenon Falls State Park headquarters, followed by site visits to Whitefish Point State Dock. Proposals must be submitted electronically and in five hard copies by 2:00 PM Eastern Standard Time on August 2, 2018, with a recommendation of award expected within thirty days. Questions regarding the RFP must be submitted in writing to Tom Pawlowski (pawlowskit@michigan.gov) no later than seven days prior to the proposal due date. The contract is anticipated to commence on September 4, 2018, and requires a minimum of three face-to-face meetings including a project planning kickoff with site assessment, a Phase 100 50% review meeting, and a Phase 300 50% review meeting, with biweekial progress summary emails and comprehensive project documentation maintenance. Evaluation criteria weigh the technical proposal at eighty percent and the cost proposal at twenty percent, with cost proposals evaluated on billable hourly rates for personnel by classification and estimated hours necessary to complete project phases.
Professional firms responding to this procurement must be licensed to practice in Michigan and must complete and submit both a Certification of Michigan Based Business form and a Responsibility Certification form prior to contract award, indicating a set-aside or preference for Michigan-based businesses. The contract will be structured as a not-to-exceed fee arrangement based on billable hourly rates for professional services, with sub-consultant fees allowed at a markup not to exceed five percent. Reimbursable expenses include the actual cost of printing and reproduction of deliverables, soil borings, site surveys, laboratory testing, U.S. Mail postage, and travel expenses for distances exceeding 100 miles one-way from the professional firm's office at the State of Michigan's established rates, with all other costs including fringe benefits, insurance, overhead, profit, and indirect labor to be included in calculated hourly billing rates. The existing facility, constructed in 1975, consists of a single-lane launching ramp, gravel parking for approximately 25 vehicles with trailers, a vault toilet restroom, and four fixed-pile finger-piers that does not currently meet ADA requirements. An Owner's Cash Allowance of $2,500 is provided for topographic survey verification as a Phase 100 reimbursement, though the budget for this work is considered reasonable and if insufficient to fund all Phase 100 and 300 services, proposal revisions will be requested by addendum. The consultant must comply with Michigan Harbor Design Guidelines and all applicable federal, state, and local codes, standards, and regulations.
