About this file
This is a Project Statement (DTMB-427) issued by the Michigan Department of Technology, Management and Budget, Design and Construction Division, on behalf of the Michigan Department of Natural Resources, Parks and Recreation Division. The project seeks professional architectural and engineering services for a Phase 100 harbor facility study and Phase 300 conceptual design services for the Whitefish Point State Dock Redevelopment Study, located at 17666 N. Whitefish Point Road, Paradise, Michigan. The services requested include a comprehensive boater market analysis covering a minimum region from Sault Ste. Marie to Marquette including Canadian ports, inventory of transient and seasonal marina activity, engagement with boating industry associations, existing and past regional harbor use statistics, and conceptual site plans for water-based and shore improvements. The consultant must conduct a mandatory walk-through inspection on July 17, 2018, at 1:30 PM local time at Tahquamenon Falls State Park headquarters, with follow-up site visits to Whitefish Point State Dock. Proposals are due by August 2, 2018, at 2:00 PM EST. The contract is anticipated to commence September 4, 2018. The project requires a minimum of three face-to-face meetings including a project planning kickoff with site assessment, a Phase 100 50% review meeting, and a Phase 300 50% review meeting, with biweekly progress summary emails and comprehensive project documentation maintenance.
The budget for this work is considered reasonable, though if insufficient to fund all Phase 100 and 300 services, proposal revisions will be requested by addendum. The consultant's cost proposal should price each phase as a standalone task to accommodate phased funding. Owner's Cash Allowances include $2,500 for topographic survey verification as a Phase 100 reimbursement. All reimbursable and travel expenses must be itemized in the cost proposal in accordance with the standard DTMB Professional Services Contract billing rate schedule and current State of Michigan travel rate schedules; per-diem rates not based on SOM travel rates are not acceptable. The consultant must comply with Michigan Harbor Design Guidelines, Americans with Disabilities Act requirements, and all applicable federal, state, and local codes, standards, and regulations. The existing facility, constructed in 1975, consists of a single-lane launching ramp, gravel parking for approximately 25 vehicles with trailers, a vault toilet restroom, and four fixed-pile finger-piers, and does not currently meet ADA requirements. Questions regarding the RFP must be submitted in writing to Tom Pawlowski (pawlowskit@michigan.gov) no later than seven days prior to the proposal due date.

MANDATORY (Check box if Mandatory)
SERVICES REQUESTED:
Provide a complete PSC Proposal for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology Management and Budget (DTMB) Project Statement Form (DTMB427), DTMB Billing Rate Professional Services Contract and the DTMB 430 RFP Billable Rate Form (DTMB 430), and DTMB State Facilities Administration, Design and Construction Division (DCD) policies and procedures for:
Complete Phase 100 services, with Phase 300 services as necessary to produce conceptual plan(s) that illustrate the recommended improvement at Whitefish Point State Harbor based on a boater market analysis. The boater analysis to be completed by the PSC will be used to make recommendations for the appropriate level of infrastructure investment and type of improvements at Whitefish Point State Dock. The services and products provided shall be compatible with MDNR facility and operational requirements and practice and MDNR Harbor Design Guidelines.
Project Description:
The Whitefish Point facility is located on Lake Superior on the north side of the Eastern Upper Peninsula approximately 10 miles north of Paradise, Michigan. This existing state-owned mooring facility is located on the east side of Whitefish Point approximately one mile south of the Whitefish Point Shipwreck Museum at the peninsula’s northerly extreme. The facility is located within a US Army Corps of Engineers basin comprised of a cellular sheet-piled breakwater. Site location is indicated on the USLS Chart No. 14962 as published by the US Department of Commerce, National Oceanic and Atmospheric Administration.
This facility is operated by the DNR Parks and Recreation Division. The existing boat launch, parking area, and mooring was constructed in 1975. Mooring consists of four fixed-pile finger-piers extending off of the Corps of Engineers sheet-pile breakwater. Pier systems occasionally need to be repaired due to the ice force uplift damage.
Because there is over 35 miles of northerly exposure across Lake Superior and because of the limited height of the breakwater, there is wave overtopping and splashing of the breakwater during storms and these conditions result in a substantial winter ice buildup on the piers and Corps breakwater. There is a 3-foot-wide grated and steel- framed walkway, approximately 200 feet long, which is attached to the steel sheet piling and extends from the shoreline out to the Corps of Engineer’s sheet-pile bulkhead. The site and mooring area does not meet current Americans with Disabilities Act (ADA) requirements. The shore facilities consist of a single-lane launching ramp with rip-rap side protection and an unlighted gravel parking area for approximately 25 vehicles with trailers. There is a vault toilet restroom on site. There is no site lighting and limited electrical service for boaters. There is private property to the north and a private fishery (Browns) to the south which is also inside the Corps breakwater. A steel sheet pile bulkhead was constructed by tribal fisheries for use for tribal fishing operations on state-owned land south of the harbor launching ramp. The existing launching area is used extensively by fishermen, and by private and commercial divers who come to the area to explore the numerous shipwrecks in the Whitefish Point area.
DNR PRD desires to retain a professional services consultant (PSC) to conduct and complete a Phase 100 harbor facility study. The study will provide recommendations to determine the appropriate level of infrastructure investment and type of construction improvements for the current and near future boating use on Lake Superior and within this boating region in an economically responsible fashion.
The study shall consider natural features, visitor use patterns, visitor needs, existing harbor infrastructure, proposed harbor infrastructure, permitting requirements, harbor operations, past revenue generation and potential revenue implications.
All design considerations shall comply with the Michigan Harbor Design Guidelines. A project construction budget has not been determined.
Professional Services:
Professional services shall also include, but are not limited to:
• Provide complete Phase 100 services and Phase 300 services as required to produce conceptual plan(s) and a market analysis to include, but not limited to, inventory of transient and seasonal public and private marina boating activity on Lake Superior within a minimum region from Sault Ste. Marie to Marquette including Canadian ports.
The successful PSC will be responsible for developing a boating facility questionnaire, identifying the public and private harbor facilities within the minimum target region and facility contacts including administering the questionnaire and collecting the responses. All results shall be tabulated and reviewed by the PSC and presented in an organized questionnaire response summary. Engage boating industry associations and leading boating organizations in the Great Lakes Region to identify past boating patterns and use, current boating patterns and use, and future boating patterns and use projections specifically for Lake Superior. Provide existing and past regional harbor use statistics and related information, regional harbor use and the desire or need for increased boating amenities, and regional harbor facility challenges and opportunities. Based on research and responses, provide market analysis report, report summary, and recommendations for Whitefish Point State Harbor improvements.
• Gather all base data and design development information that shall ultimately be necessary for plans, submittals, and permit applications considerations required for LARA, DEQ, USACE, and governing agency approvals for the selected option(s).
• Provide complete Phase 300 professional services resulting in conceptual site plan(s) development for site and water-based improvements.
• A preliminary estimate for construction for proposed improvements shall be provided based on the PSC market analysis, owner input and conceptual design.
• Improvements shall seek to accommodate existing boater use and possible expansion to meet the needs of future boating interests in a financially sustainable fashion.
• ADA design compliance for all proposed improvements.
• Design and construction scheduling.
• Maintaining an inclusive, transparent and informative relationship with DTMB and DNR-PRD.
Proposal:
The PSC proposal shall include:
• Clear documentation of the number of meetings proposed during each Phase (100&300), indicating whether the meetings are proposed to be on-site, face to face, by telephone, or in specific electronic format. The PSC shall provide agendas and meeting minutes for all project meetings, including meetings held in Go-To-Meeting format.
The PSC shall identify and itemize as a reimbursable expense all reimbursable and travel expenses in the PSC Cost Proposal. Note that travel reimbursements in accordance with the standard DTMB PSC Contract for projects greater than 100 miles from the PSC’s office must be provided in accordance with the current SOM travel rate schedule and that per-diem rates that do not utilize the SOM travel rates as their basis should not be used.
• While some project team planning meetings may be considered in the form of computer-based meetings (e.g.
GoToMeetings), key review meetings shall be in person. For all meetings being held for document review, all required review information shall be submitted electronically and in hard copy formats 14 days prior to the meetings. At a minimum of three (3) face-to-face meetings will be required including: 1) a project planning kick off meeting including site assessment; 2) one Phase 100 50% review meeting; and 3) one Phase 300 50% meeting.
• Provide a biweekly progress summary email to the project team, briefly documenting the prior 2-week’s progress by the PSC and display the initial project schedule and current schedule status.
• All testing required to verify the site conditions for the proper design is to be identified in the PSC Technical Proposal, and the costs of testing are to be itemized in the PSC Cost Proposal as reimbursements. The PSC shall indicate in his proposal any testing requirements other than those identified as Owner’s Cash Allowances indicated below. Should the PSC determine that any of the Owner’s Cash Allowances indicated below are is inadequate, identify and include the proposed costs accordingly.
• A graphic bar-chart schedule (in weeks) indicating the PSC’s proposed timeline for services based on a proposed PSC Contract start date of September 4, 2018. For scheduling purposes, assume 14 calendar days each of Owner review for deliverables.
The PSC shall include in the PSC Cost proposal the following Owner’s Cash Allowances as Phase 100 Reimbursements:
• Topographic Survey Verification: $2,500.00
The budget for this work is believed to be reasonable to accommodate the services requested. However, in the event it is insufficient to fund all of the Phase 100 and 300 work requested, it is anticipated that proposal revision will be requested by addendum to award to the selected firm as many Phases as funding allows. Consequently, the PSC cost proposal should be priced such that each Phase is a standalone task. It is currently anticipated that additional funding will be sought if needed to address any Phases not included in the initial award.
The PSC shall be required to maintain a complete project file of all project documentation including, but not limited to, base information, contract documents, all correspondence, all e-mails, all RFI’s and answers, Field Orders and communication telephone logs. The project files shall be maintained in a hard copy format and delivered to the Lansing office of the DTMB Design and Construction Division with the PSC final Payment Request.

HARBOR INFRASTRUCTURE INVENTORIES
Whitefish Point Harbor, Michigan
Harbor Location: Whitefish Point Harbor is located on the south shore of Lake Superior, about 55 miles east of Grand Marais, MI and 40 miles west of Sault Ste. Marie, MI.
Authority: River & Harbor Acts of 2 Mar 1945, 17 Aug 1967.
Project Description: Whitefish Point Harbor is a shallow draft recreational harbor with more than 1,500 feet of breakwaters and approximately 8 acres of maintained Federal channel.
Traffic: No commerce reported
Transportation Importance: This project serves as an important Harbor of Refuge and supports charter fishing and Native American navigation interests. The local community has established infrastructure around the harbor facilities that generates income from harbor users and visitors to the area.
Congressional Interest:
• Representative Dan Benishek R-MI-1
• Senator Carl Levin D-MI
• Senator Debbie Stabenow D-MI
Current Condition Assessment: B http://crunch.tec.army.mil/dpn/images/lre/whitept.jpg
Date of Site Visit: 3 November 2010 (Site visit was not completed)
Summary of Impact: Prevailing waves come from the northwest direction. Waves overtopping the breakwaters would roll into the harbor and could have an immediate impact on the MDNRE Marina and the private slips in the harbor. The wave activity associated with the overtopping could cause dangerous currents for boat launching at the MDNRE site as well as damage vessels moored at the marina. Presently, the marina is sufficiently protected, but could be exposed to greater wave heights under the right conditions. In both cases, an increased wave climate would likely result in damage to docked vessels and the docks themselves. In the event the structures are damaged and/or destroyed during a storm event, the MDNRE Marina and the private slips within the harbor would likely be impacted.
Examples of Protected Infrastructure:
MDNRE – Whitefish Point State Dock
Private boat slips
Commercial Fishery
Potential Impact Area: The following graphic displays property parcels that could be impacted within various zones defined by different setbacks from the shoreline behind existing Federal coastal structures. Values are based on real property tax assessments from these parcels, and don’t reflect any detailed coastal zone damage assessments. Figures simply reflect property values at various setbacks.
