About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division, on behalf of the Michigan Department of Natural Resources Parks and Recreation Division, is soliciting professional architectural and engineering services for harbor mooring infrastructure upgrades at Lime Island State Harbor in Chippewa County. The procurement encompasses four phases of work: Phase 400 (Preliminary Design), Phase 500 (Final Design), Phase 600 (Construction Administration - Office Services), and Phase 700 (Construction Administration - Field Services). Deliverables include evaluation and recommendations for upgrades to existing mooring infrastructure, hazardous materials assessment, permit preparation and submission, topographic and bathymetric surveying, soil analysis, ADA compliance verification, and construction cost estimates and scheduling. The proposal must document the number and format of meetings proposed during each phase, identify all reimbursable expenses in accordance with State travel rates, include a biweekly progress summary schedule, and itemize all testing requirements and costs, with a minimum of three in-person meetings required including project planning kickoff, Phase 400 fifty-percent completion, and Phase 400 ninety-percent completion presentations. Professionals must be licensed to practice in Michigan and demonstrate experience with similar projects in accordance with all applicable local, state, and federal regulations. Proposals are due by 2:00 p.m. Eastern Standard Time on August 2, 2018, with submission required both electronically via the SIGMA-VSS website and in five hard copies to the DTMB State Facilities Administration, Design and Construction Division in Lansing, Michigan. A mandatory pre-proposal meeting and site walkthrough is scheduled for July 19, 2018 at 10:00 a.m. at DeTour State Harbor, with a backup date of July 27, 2018 pending weather conditions. The proposal evaluation will weight the Technical Proposal (Part I) at eighty percent and the Cost Proposal (Part II) at twenty percent, with contract award expected within thirty days following the proposal due date.
The cost proposal shall be submitted on a not-to-exceed billable rate basis with hourly rates for all personnel listed by classification and year, accounting for anticipated pay increases over the project duration, and subconsultant fees are permitted with a markup not exceeding five percent, as are reimbursable expenses including printing, reproduction, surveys, laboratory testing, soil borings, and travel costs beyond 100 miles one-way from the firm's office, also with a maximum five percent markup. The project budget includes owner's cash allowances for permitting ($2,500.00) and bathymetric survey ($3,000.00) as Phase 500 reimbursements, with each phase priced as a standalone task to accommodate potential funding constraints. No specific set-aside designations or restrictions on types of organizations are mentioned in the solicitation documents. Professionals must submit certification forms confirming Michigan business status and responsibility certification addressing criminal history, tax compliance, debarment status, and other eligibility criteria. The state reserves the right to reject any or all proposals and assumes no liability for costs incurred prior to contract award and execution. The project shall comply with all applicable federal, state, and local codes, standards, and regulations administered by the EPA, OSHA, DOT, DCH, DEQ, DNR, MIOSHA, and other relevant authorities.
