About this file

This is a Project Statement issued by the Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division, on behalf of the Michigan Department of Natural Resources Parks and Recreation Division, soliciting professional architectural and engineering services for harbor mooring infrastructure upgrades at Lime Island State Harbor in Chippewa County, Michigan. The State seeks complete Phase 400-700 professional services including evaluation and recommendations for upgrades to existing mooring infrastructure, hazardous materials assessment, permit preparation and submission, topographic and bathymetric surveying, soil analysis, ADA compliance verification, and construction cost estimates and scheduling. Proposals are due August 2, 2018, at 2:00 p.m. EST. A mandatory pre-proposal walkthrough inspection is scheduled for July 19, 2018, at 10:00 a.m. at DeTour State Harbor (with a backup date of July 27, 2018, due to weather sensitivity), with boat transportation to Lime Island limited to one participant per firm. The proposal must document the number and format of meetings proposed during each phase, identify all reimbursable expenses in accordance with State travel rates, include a biweekly progress summary schedule, and itemize all testing requirements and costs. A minimum of three in-person meetings is required including project planning kickoff, Phase 400 fifty-percent completion, and Phase 400 ninety-percent completion presentations.

The proposal cost structure must include owner's cash allowances for permitting ($2,500.00) and bathymetric survey ($3,000.00) as Phase 500 reimbursements, with each phase priced as a standalone task to accommodate potential funding constraints. The project budget is considered reasonable for the requested services; however, if funding proves insufficient, proposal revision by addendum may be requested to award as many phases as available funds allow. The project file, including all documentation, correspondence, and communication logs, must be maintained in hard copy format and delivered to the DTMB Design and Construction Division Lansing office with the final payment request. RFP questions must be submitted in writing to the DTMB Project Director seven days prior to the proposal due date. The project shall comply with all applicable federal, state, and local codes, standards, and regulations administered by the EPA, OSHA, DOT, DCH, DEQ, DNR, MIOSHA, and other relevant authorities.

WALK-THROUGH INSPECTION DATE, TIME, AND LOCATION:

Walkthrough inspection shall begin at 10am on July 19th, 2018 at DeTour State Harbor, 600 Ontario St., DeTour Village, MI, but is weather dependent. The walkthrough inspection includes a 1 hour boating trip (round trip) and approximately 1-2 hour site visit. Because the visit for Lime Island requires boat travel from DeTour Harbor, and is thus weather sensitive, the walkthrough meeting and date is being set for July 19th weather permitting, with a backup date of July 27th if bad weather causes a cancellation for the 19th. It is requested that professionals intending to attend the walkthrough RSVP to the DTMB-DCD Project Director at the email address listed above prior to 5pm on July 17, so that any weather assessment on July 18th that results in a rescheduling of the date from the 19th to the 27th can result in notification to participants by the Project Director no later than noon on the 18th. The boat will leave DeTour Harbor at 10:15 AM for Lime Island. Due to boat capacity limitations, the professional will be limited to one walkthrough inspection participant.

MANDATORY (Check box if Mandatory)

SERVICES REQUESTED:

Provide a complete PSC Proposal for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology Management and Budget (DTMB) Project Statement Form (DTMB427), DTMB Billing Rate Professional Services Contract and the DTMB 430 RFP Billable Rate Form (DTMB 430), and DTMB State Facilities Administration, Design and Construction Division (DCD) policies and procedures for:

Complete Phase 400-700 services, as necessary to provide assistance with the evaluation, planning, and design for upgrade of the existing Lime Island State Harbor mooring infrastructure. The services and products provided shall be compatible with MDNR facility and operational requirements and practice.

Project Description:

Lime Island comprises 1,000 acres of State land and contains historic and cultural resources from the former coal and shipping industry and operation. The island is tucked between Michigan’s Upper Peninsula and Ontario’s St. Joseph Island. Its location in the middle of the St. Mary River shipping lane lends a clue to its rich history as an island, but its industrial past has not hindered its preservation of natural resources. Original structures dot the island’s landscape;

facilities that once supported the island’s industrial complex giving character to its story. Ownership of the island has spanned the public and private sectors, while island use has ranged from rustic recreational, when early activity suggest Native American field games taking place here, to agriculture in the late 1940s, to light industrial as the St.

Mary’s River became a prime shipping corridor. Its eventual ownership transfer to the Department of Natural Resources in 1982 positioned the island for ideal preservation of its natural resources and opened its rare blend of educational, historical, and recreational opportunities to the public.

The Lime Island State Harbor exists in a dilapidated condition and is the primary point of access on Lime Island for operational staff, day use public and overnight public visitors. Seven rentable cabins and a few rustic campsites exist on the west side of the island along with a small rustic campground on the east side of the island. Approximately 2.35 miles to the west on the mainland at Raber is the Lime Island State Dock and a parcel of property recently acquired by

DNR that includes a boat basin and cabins. The current deteriorating island infrastructure and lack of reliable, safe transit to and from the island significantly limits the opportunity for public use and visitation and hinders operational management of this State recreation system.

DNR desires engagement of Professional consulting services at this time that will focus on improvement of the Lime Island State Harbor facility. A study was completed in 2001 to evaluate a variety of options for major improvements to the Lime Island Harbor. It is currently desired that Phase 400-700 services for planning, design, permitting, and contract document preparation for the selected harbor design upgrade be performed. This effort is intended to focus on the island harbor and the need to create a safe and ADA compliant portal for the visiting public and the DNR Parks and Recreation operational personnel. The planning and design effort shall consider realistic, cost effective development options with a long life cycle for the island access/interface infrastructure. Professional services shall include identification of critical permitting, planning and design elements that may shape or limit options considered.

Preliminary cost estimates for design and construction shall be developed for suggested alternative design improvements and include an advantage and disadvantage assessment. No fuel, electric, water or sewer service amenities are proposed for this improvement.

All design considerations should comply with the Michigan Harbor Guidelines. A project construction budget has not been determined.

Professional Services:

Provide complete Phase 400-700 services. Professional services shall also include, but are not limited to:

• Evaluation and recommendations for upgrades and/or replacement of the existing harbor mooring infrastructure.

• Evaluation for potential hazardous materials to be removed prior to building removal.

• Preparation and submission of all required permit applications and permit application fees, including, but not limited to DEQ, USACE, LARA, and SESC, shall be included.

• Gathering all base data and design development information that shall ultimately be necessary for plans, submittals, and permit applications considerations required for LARA, DEQ, USACE, DTMB, local health department, and governing agency approvals.

• Site topographic (if necessary) and bathymetric survey verification at critical locations including elements necessary for preparing improvement contract documents.

• Provide soil borings and soil profiling and analysis as required.

• All proposed improvements and associated amenities shall meet the Federal Americans with Disabilities Act and

Michigan Barrier Free requirements.

• Construction cost estimates.

• Design and construction scheduling.

• Maintaining an inclusive, transparent and informative relationship with DTMB and DNR-PRD.

Proposal:

The PSC proposal shall include:

• Clear documentation of the number of meetings proposed during each Phase (500-700), indicating whether the meetings are proposed to be on-site, face to face, by telephone, or in specific electronic format. The PSC shall provide agendas and meeting minutes for all project meetings, including meetings held in Go-To-Meeting format.

The PSC shall identify and itemize as a reimbursable expense all reimbursable and travel expenses in the PSC Cost Proposal. Note that travel reimbursements in accordance with the standard DTMB PSC Contract for projects greater than 100 miles from the PSC’s office must be provided in accordance with the current SOM travel rate schedule and that per-diem rates that do not utilize the SOM travel rates as their basis should not be used.

• While some project team planning meetings may be considered in the form of computer-based meetings (e.g.

GoToMeetings), key review meetings shall be in person. For all meetings being held for document review, all required review information shall be submitted electronically and in hard copy formats 14 days prior to the meetings. At a minimum, 3 face-to-face meeting will be required including the project planning kick off meeting/site assessment, Phase 400 50% completion, and Phase 400 90% completion presentation.

• Provide a biweekly progress summary email to the project team, briefly documenting the prior 2-week’s progress by the PSC and display the initial project schedule and current schedule status.

• All testing required to verify the site conditions for the proper design is to be identified in the PSC Technical Proposal, and the costs of testing are to be itemized in the PSC Cost Proposal as reimbursements. The PSC shall indicate in their proposal any testing requirements.

The PSC shall include in the PSC Cost proposal the following Owner’s Cash Allowances as Phase 500 Reimbursements:

• A) Permitting Allowance: $2,500.00

• B) Bathometric Survey Allowance: $3,000.00

The budget for this work is believed to be reasonable to accommodate the services requested. However, in the event it is insufficient to fund all of the Phase 400-700 work requested, it is anticipated that proposal revision will be requested by addendum to award to the selected firm as many Phases as funding allows. Consequently, the PSC cost proposal should be priced such that each Phase is a standalone task.

The PSC shall be required to maintain a complete project file of all project documentation including, but not limited to, base information, contract documents, all correspondence, all e-mails, all RFI’s and answers, Field Orders and communication telephone logs. The project files shall be maintained in a hard copy format and delivered to the Lansing office of the DTMB Design and Construction Division with the PSC final Payment Request.
