About this opportunity
The Suwannee River Water Management District is soliciting bids for field support services related to agricultural water use monitoring across fifteen counties in Florida, with bids due July 1, 2026 and a Governing Board award recommendation on August 11, 2026 (ITB 25.26-0010). MBE and VBE bidders receive preference where ranked equally with other bidders.
The scope requires conducting flow measurements on irrigation systems at approximately 5 stations per week (20 or more measurements monthly), data entry into the District's Go Canvas electronic system, and administrative documentation including electrical monitoring forms, agricultural cost-share applications, and permitting compliance records. The contractor must use non-invasive flow meters accurate within 2% or better with current calibration documentation, capable of generating raw data files in CSV format or equivalent, and internet-enabled mobile devices for field data entry. The contractor must demonstrate two years of verified experience in agricultural flow measurements and provide three professional references.
The initial contract term runs October 1, 2026 through September 30, 2029, with two optional one-year renewals based on mutual agreement and consistent performance. Bidders must submit a flat rate per flow measurement and a flat rate per administrative document. All employees require workers' compensation insurance coverage; the contractor must carry motor vehicle liability ($1,000,000 combined single limit) and general liability ($1,000,000 per occurrence). Data quality standards mandate a minimum 95% error-free submission rate; failure to meet this threshold may result in payment withholding or contract termination. The contractor is responsible for all equipment, vehicles, staff, and contingencies related to field operations.
Written questions are due by 4:00 p.m. on June 17, 2026, with answers posted by June 24, 2026. Bids must be submitted electronically through DemandStar prior to 10:00 a.m. on July 1, 2026.
