About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet issued a Request for Bid (RFB) on March 26, 2021, for field seed products to establish a Master Agreement primarily supporting Western Kentucky Correctional Complex Farm Operations in Fredonia, Kentucky, though the contract will be available to all state agencies and political subdivisions throughout the Commonwealth. The procurement includes seven line items for seed products: Generic Cover Crop Wheat Seed, Pioneer P1464AML Seed Corn, Pioneer P39T73E Soybean Seed, Pioneer P1464VYHR Seed Corn, 48T22E Soybean Seed, Pioneer P1442AM Seed Corn, and Pioneer P41T07E Soybean Seed, with quantities to be determined as needed and quoted in bags on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise tax and Kentucky sales or use tax. Vendors' written questions were due by March 31, 2021, with bids closing on April 5, 2021, at 1:30 p.m. EDT. The initial contract period is one year from the date of award with four optional one-year renewal periods available. Award will be determined on a best value basis using a ranking approach with pricing weighted at 90 points and delivery at 10 points, with the lowest bidder receiving maximum points and other bidders scored proportionally. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, with no price increases permitted during the first 12 months of the contract; thereafter, increases may be requested with industry-wide justification and 30 days' notice.

Kentucky resident bidders receive reciprocal preference, and qualified bidders including Kentucky Correctional Industries receive additional preference points in the evaluation process. Vendors must submit required affidavits, tax registration forms, and certificates of authority as applicable, and must be registered with the Commonwealth's eProcurement system (Kentucky Vendor Self Service) prior to bid submission; paper bids are not acceptable. The contract is subject to termination with 30 days' written notice and includes provisions for delivery performance deductions of one percent per day for late delivery. No incumbent vendors or budget range was specified in the solicitation documents. Bidders should note that all submissions must be made exclusively through the Kentucky Vendor Self Service eProcurement system, and compliance with all Commonwealth procurement regulations and requirements is mandatory.
