About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet issued a Request for Bid (RFB) for the establishment of a statewide Master Agreement for field seed procurement to serve all state agencies, with Western Kentucky Correctional Complex Farm Operations in Fredonia, Kentucky as the primary anticipated user, though the contract will be available for use by all state political subdivisions including cities, counties, and school districts. The procurement encompasses seven line items of field seed products quoted per bag: generic cover crop wheat seed, Pioneer P1464AML seed corn, Pioneer P39T73E soybean seed, Pioneer P1464VYHR seed corn, 48T22E soybean seed, Pioneer P1442AM seed corn, and Pioneer P41T07E soybean seed, with all quantities listed as 0.00000 bags due to the indefinite delivery nature of the contract. Vendors were required to submit written questions by February 26, 2021, with the Commonwealth's response issued by March 2, 2021, and bids were due by March 12, 2021 at 3:30 p.m. Eastern Time through the Kentucky Vendor Self Service eProcurement system. Award will be made on a best value basis using a ranking approach weighted at 90 points for price and 10 points for delivery time, for a total of 100 points, with vendors required to bid all line items or face non-responsive status. The resulting contract will have an initial term of one year from the date of award with four optional one-year renewal periods subject to written approval by all parties and potential renegotiation of terms, and pricing shall be quoted as F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and Kentucky sales and use taxes.

Reciprocal preference will be applied to Kentucky resident bidders in accordance with KRS 45A.490-494, and Kentucky Correctional Industries will receive a preference of twenty percent of maximum points awarded. Prior to award, vendors must submit Revenue Form 10A100 (Kentucky Tax Registration Application), Certificate of Authority for foreign entities, required affidavits, and EEO forms if applicable. Prices must remain valid for a minimum of 60 calendar days after the bid due date and shall remain firm for the first 12 months of the contract, after which price increases may be requested with supporting documentation of industry-wide increases. A one percent per day deduction will be applied to invoices for each day delivery is late. No specific budget range or award value was indicated in the solicitation, as this is an indefinite delivery contract with quantities listed as zero bags. The Finance and Administration Cabinet reserves the right to cancel the RFB if responses exceed available funding.
