About this opportunity

The City of Glendale Water and Power (GWP) is seeking a qualified contractor to construct a comprehensive fiber optic infrastructure project in the Scholl Canyon area, spanning approximately 6 miles of 48-strand dielectric fiber with both overhead and underground installation. The project aims to extend fiber optic service to multiple municipal facilities, including a future power plant at the Scholl Canyon Biogas facility, Glenoaks Elementary School, Glenoaks Park, Lower Scholl Canyon Park, Scholl Canyon Athletics Fields, and a potential future connection to the Mirador Radio Tower Site in Pasadena. Contractors must possess a minimum "Class A" California contractor license and be registered with the California Department of Industrial Relations, with a requirement of having completed at least three prevailing wage public contracts in California within the past five years, exceeding the bid amount. The bid was released on May 2, 2024, with a mandatory pre-bid conference scheduled for May 15, 2024, and proposals are due on June 5, 2024. The contract duration is set at 120 calendar days from the Notice to Proceed, with Electric Power Engineers serving as the design and engineering firm and Magellan Advisors (now part of Entrust Solutions Inc.) acting as the Project Manager.

The procurement does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The project will be managed by Magellan Advisors, reporting to the City's Project Manager, with payment terms structured to provide 90% of work value progressively and retain 10%, including liquidated damages of $500 per day for delays in substantial completion. The project involves a comprehensive Bill of Materials covering both overhead and underground fiber optic infrastructure, including detailed specifications for conduit, fiber cables, splicing equipment, and associated hardware. While specific total contract value is not disclosed, the extensive technical specifications, multiple facility connections, and comprehensive material requirements suggest a significant infrastructure investment. The project leverages existing infrastructure and is designed to enhance municipal connectivity, with a focus on precise installation methodologies, rigorous quality control, and a two-year warranty period for the completed fiber optic network.
