About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids on polyester fiber cores and pillow batting for mattress production by Kentucky Correctional Industries under RFB 758 2700000132, with bids due October 21, 2026 at 1:30 p.m. EST (extended from October 9). Kentucky Correctional Industries receives a 20% preference equal to maximum points awarded; qualified bidders including Kentucky Industries for the Blind and certain nonprofit agencies furthering KRS Chapter 163 or serving individuals with severe disabilities receive a 15% preference. Resident bidders of Kentucky may receive reciprocal preference against nonresident bidders from states offering similar preferences.

The scope comprises nine line items: eight sizes of 100% polyester fiber cores ranging from 25×75×4 to 38×74×5 inches, plus pillow batting in 20×26-inch configurations. All products must be white, packaged in clear plastic bags, odor-free, hypo-allergenic, and compliant with California flammability standards TB 117, 121, 129, and 133. Delivery is required Monday through Friday between 7:45 a.m. and 2:00 p.m. at Eastern Kentucky Correctional Complex in West Liberty.

The contract is a master agreement for an initial one-year term with four optional two-year renewal periods, subject to written approval by all parties and potential price renegotiation. Pricing must be quoted F.O.B. Destination Freight Prepaid and Allowed; prices must remain valid for 60 calendar days after the bid due date. No price increases are permitted during the first 12 months; thereafter, vendors may request increases based on industry-wide price changes with 30 days' written notice and justification.

Award will use best value scoring: 95 points for price and 5 points for delivery time in working days. Vendors must submit bids electronically through the Commonwealth's eProcurement system and register with the Vendor Self Service System at least 24 to 48 hours prior to bid closing. Prior to award, vendors must provide Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability Insurance of $1,000,000 combined single limit for delivery. All bidders must complete, notarize, and submit the Required Affidavit attesting compliance with Kentucky campaign finance laws under KRS 45A.110 and 45A.115.
