About this opportunity

The Commonwealth of Kentucky Department of Education is seeking a naming rights sponsor for the FFA Leadership Training Center through a Request for Proposal (RFP) process. The procurement involves a single naming sponsorship opportunity for a minimum of twenty-five years, commencing July 1, 2025, and continuing through June 30, 2050. The successful respondent will receive naming rights to the Leadership Training Center, including display of the sponsor's chosen name on signage, webpages, and promotional materials (subject to approval by the Secretary of the Finance and Administration Cabinet), as well as the ability to display a photograph or logo in the lobby of the planned Rising Sun Center. Proposals must be submitted electronically through the Kentucky Vendor Self Service System (eProcurement) by 4:00 p.m. Eastern Standard Time on June 16, 2025. Evaluation of proposals will utilize a weighted scoring methodology allocating 200 points for responsiveness, 200 points for sponsor background, and 600 points for the cost proposal, totaling 1,000 points. All respondents must be registered in the Commonwealth eProcurement System and must submit technical proposals, cost proposals, and any proprietary information as separate documents.

The sponsorship requires a minimum annual financial commitment of $100,000 per year throughout the twenty-five-year contract period, totaling a minimum of $2,500,000 over the full contract term, with potential renewal thereafter by mutual agreement. The Kentucky Department of Education will not reduce its own funding to the Leadership Training Center based on this sponsorship arrangement. No specific set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or existing contractor information is indicated in the solicitation materials. All qualified organizations meeting the registration requirements in the Commonwealth eProcurement System are eligible to respond. The contract award value will be a minimum of $2,500,000 based on the required minimum annual commitment of $100,000 per year over the twenty-five-year sponsorship period.
