About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of Kentucky Correctional Industries, issued Request for Bid (RFB) 758 1900000341 on November 27, 2018, to procure fertilizers and agricultural services for the Ross-Cash Farm located at 374 New Bethel Church Road in Fredonia, Kentucky. The procurement encompasses eight line items including 200 tons of Urea-46%, 11 tons of Mixed Fertilizer (DAP 18-46-0), 24 tons of Potash-Muriate 60%, 300 pounds of Boron 14.3% Active granular product, and 75 tons of agricultural lime, along with fertilizer spreading services across 1,500 acres for single spreading, 450 acres for double spreading, and 450 acres for air flow spreading. All materials and services must be delivered to the specified farm location with FOB Destination Freight Prepaid and Allowed pricing terms. The award will be made to a single vendor who must bid all line items based on best value ranking using a scoring methodology of 90 points for price (lowest price receives maximum points) and 10 points for delivery time in working days. Written questions were due by December 3, 2018, at 12:00 p.m. ET, with sealed bids required to be submitted in hard copy format to the Finance Office of Procurement Services in Frankfort, Kentucky, no later than December 11, 2018, at 1:30 p.m. ET. The initial contract period is one year from award with optional renewal for four additional one-year periods, subject to written approval by all parties and potential renegotiation of terms. Vendors must submit required documentation including a signed face of solicitation, completed bid information, Revenue Form 10A100, Certificate of Authority for foreign entities if applicable, required affidavits attesting to compliance with Kentucky statutes regarding campaign finance, tax obligations, and procurement ethics, and EEO forms if applicable.
Kentucky resident bidders are eligible to receive reciprocal preference, and Kentucky Correctional Industries is granted a preference equal to twenty percent of maximum points awarded to qualified in-house providers. Vendor pricing must exclude federal excise tax and Kentucky sales or use tax and shall remain firm for twelve months, after which price increases may be requested with industry-wide justification. Bidders who fail to specify concrete delivery timelines or provide vague terms such as "as required" or "as soon as possible" may have their bids deemed non-responsive, and late deliveries will incur a one percent daily deduction from invoices. The solicitation does not identify incumbent vendors or specific budget allocations; however, bidders must demonstrate compliance with all Kentucky Revised Statutes requirements, including campaign finance laws, sales and use tax registration, and state tax obligations, as validated through the required Annual Affidavit certification. Nonprofit corporations and qualified nonprofit agencies serving individuals with severe disabilities may submit qualified bidder affidavits as an alternative compliance option. The Finance and Administration Cabinet reserved the right to disqualify bidders or terminate contracts for failure to provide supporting documentation or demonstrate non-compliance with stated requirements.
