About this opportunity

The State of Maine Division of Purchases is requesting quotes for 30 tons of 15-15-15 fertilizer to be delivered to Maine Seed Potato Farm in Miami, Florida, with quotes due September 22, 2010. In tie-bid situations, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.

The fertilizer must meet specified minimum guaranteed analysis: 15% total nitrogen, 15% available phosphorus, 15% soluble potash, 4% total magnesium, 8.40% sulfur, and 1.40% total manganese. Delivery is required November 8, 2010, in 50-pound plastic bags to 16275 SW 208 Terrace, Miami, FL 33187-4421. Given high humidity and moisture conditions in the Miami area, the fertilizer must be highly granular with no powder, dust, or residue to ensure successful storage. A sample may be required prior to delivery to confirm product suitability. Delivery is FOB destination via one or two flatbed truckloads, with the vendor dropping the trailer for 3–4 days to allow unloading and storage before pickup. Vendors must call the farm contact at 305-235-2421 before delivery.

Quotes must be submitted electronically by 2:00 p.m. local time on September 22, 2010. Pricing must be submitted as separate unit prices, delivered to destination with all trade or quantity discounts included, and exclude Federal and Maine State Sales and Use Taxes. Transportation charges, including freight, must be prepaid by the contractor. Cash discounts of 20 days or more will be considered in evaluation; discounts under 20 days will not. Awards will be made to the lowest responsible bidder offering best value, with consideration given to product quality, conformity to specifications, delivery dates, and overall economy. The Division reserves the right to reject any or all quotes, waive formalities and technicalities, and increase or decrease ordered quantities by up to 10 percent unless otherwise specified. Direct inquiries to Lita C. DeSanctis, Buyer II, State of Maine Division of Purchases, 207-624-7337, lita.c.desanctis@maine.gov.
