The contract term is two years beginning October 1, 2026, with the City authorized to renew for up to three additional one-year terms for a potential total of five years. The contract is subject to availability and appropriation of funds.

Evaluation is scored to a total of 100 points: cost (50 points), product quality and specification compliance (20 points), references and past experience (10 points), delivery capabilities and reliability (10 points), and proposal responsiveness and customer service (10 points). The lowest-priced responsive proposal receives the maximum cost score of 50 points; other proposals are scored proportionally using a mathematical formula.

Proposers must submit three references from current or recent customers, along with product specifications, Safety Data Sheets, Certificates of Analysis, proof of insurance, completed W-9, and Conflict of Interest Questionnaire.
