About this opportunity
Hillsborough County Public Schools (HCPS), the nation's seventh-largest school system serving approximately 225,000 students across 235 PreK-12 schools in Hillsborough County, Florida, is soliciting qualified contractors through Request for Proposals (RFP 26028-MST) to provide comprehensive fencing services. The procurement encompasses new installations and repairs/maintenance for galvanized chain-link, vinyl-coated chain-link, vinyl privacy, wood privacy, wood post-and-rail, steel decorative, Deacero panel fencing, temporary fencing, and athletic field and backstop fencing across 270+ school sites. Contractors must maintain large inventory on hand and respond to day-to-day needs, emergencies, and athletic field fencing requirements with service response times including Priority 1 emergency response within four hours, Priority 2 restoration within 10 business days, and Priority 3 completion within 15 business days. The price sheet contains 238 line items with estimated annual usage quantities ranging from single units to 18,000 linear feet, and contractors may propose a maximum cost-plus fifteen percent markup for miscellaneous materials not listed, with all pricing to be firm for the initial contract term and inclusive of labor, materials, equipment, delivery, and applicable fees. Evaluation criteria include qualifications and experience (30%), specifications and scope of work understanding (25%), cost and best value (35%), and small business enterprise utilization (10%). Contractors must demonstrate five years of verifiable experience with all fencing types, current VendorLink vendor registration, required insurance with HCPS as additional insured, and compliance with Jessica Lunsford Act requirements. Questions are due by February 12, 2026, at 5:00 PM ET, and proposals must be submitted electronically via VendorLink by February 26, 2026, at 5:00 PM ET.
HCPS may award contracts to one or more primary vendors by maintenance area (West, Central, or East), with secondary contractors serving as backup vendors, and will evaluate responses from small business enterprises as a component of the overall award decision. Proposers must complete and submit several mandatory compliance affidavits, including attestations that their legal entities do not meet criteria prohibited under Florida Statutes 287.138 regarding foreign countries of concern (specifically the People's Republic of China, Russian Federation, Islamic Republic of Iran, Democratic People's Republic of Korea, Republic of Cuba, Venezuelan regime, and Syrian Arab Republic), do not engage in human trafficking or labor coercion as required under Section 787.06(13), and maintain current vendor registration through completion of the Vendor Registration Form with tax identification and business information. The initial contract term begins upon School Board approval and automatically renews for up to four additional one-year periods, contingent on appropriations, contractor performance, continued need, and mutual agreement. Projects valued under $10,000 are the primary scope, while those exceeding $10,000 may require competitive quotes from other responsive proposers. No specific budget range is disclosed; however, the structure of the 238-line-item price sheet with estimated annual quantities indicates a significant annual procurement volume. Contractors must be owner of all required tools and equipment, as HCPS will not reimburse for tool or equipment rental, travel time, call-out fees, premium weekend/holiday rates, or quote fees.
