This is a Notice of Public Meeting issued by Hillsborough County Public Schools (HCPS) Procurement Services Department regarding a Request for Proposals (RFP 26028-MST) for comprehensive fencing services. HCPS, the nation's seventh-largest school system serving approximately 225,000 students across 235 PreK-12 schools in Hillsborough County, Florida, is soliciting qualified contractors to provide new installations, repairs, and maintenance for galvanized chain-link, vinyl-coated chain-link, vinyl privacy, wood privacy, wood post-and-rail, steel decorative, Deacero panel fencing, temporary fencing, and athletic field and backstop fencing across 270+ school sites. The scope includes a price sheet containing 238 line items with estimated annual usage quantities ranging from single units to 18,000 linear feet. The Phase 1 Evaluation meeting is scheduled for April 9, 2026, at 8:00 AM via Microsoft Teams. Questions must be submitted by February 12, 2026, at 5:00 PM ET, and proposals are due February 26, 2026, at 5:00 PM ET via VendorLink. The initial contract term begins upon School Board approval and automatically renews for up to four additional one-year periods, contingent on appropriations, contractor performance, continued need, and mutual agreement.
Contractors must demonstrate five years of verifiable experience with all fencing types, maintain large inventory on hand, and comply with Priority 1 emergency response within four hours, Priority 2 restoration within 10 business days, and Priority 3 completion within 15 business days. All pricing must be firm for the initial contract term and inclusive of labor, materials, equipment, delivery, and applicable fees, with a maximum cost-plus fifteen percent markup permitted for miscellaneous materials not listed. Projects valued under $10,000 are the primary scope, while those exceeding $10,000 may require competitive quotes. Evaluation criteria include qualifications and experience (30%), specifications and scope of work understanding (25%), cost and best value (35%), and small business enterprise utilization (10%). HCPS may award contracts to one or more primary vendors by maintenance area (West, Central, or East), with secondary contractors serving as backup vendors. Contractors must obtain current VendorLink vendor registration, provide required insurance with HCPS as additional insured, comply with Jessica Lunsford Act requirements, and submit mandatory compliance affidavits regarding foreign countries of concern and human trafficking prohibitions.
