About this file
This is a Revised Fencing Specifications document prepared by Hillsborough County Public Schools (HCPS), a Florida-based school district serving approximately 225,000 students across 270+ school sites. The specifications establish detailed technical requirements for comprehensive fencing services encompassing new installations and repairs/maintenance across multiple fence types including galvanized chain-link, vinyl-coated chain-link, vinyl privacy, wood privacy, wood post-and-rail, steel decorative (Montage Plus ornamental picket), Deacero panel, temporary, and athletic field fencing. The document provides extensive material specifications, component requirements, and installation procedures for each fence type, detailing standards such as wire gauges, pipe dimensions, coating requirements, and assembly methods. The procurement solicitation (RFP 26028-MST) requires responses by February 26, 2026, at 5:00 PM ET, with questions due by February 12, 2026, at 5:00 PM ET. The 238-line-item price sheet includes estimated annual usage quantities ranging from single units to 18,000 linear feet, indicating significant ongoing maintenance and installation needs. Contractors selected through this competitive process will enter initial contracts upon School Board approval with automatic renewal for up to four additional one-year periods, contingent on appropriations and contractor performance.
Contractors must provide firm pricing for all labor, materials, equipment, delivery, and applicable fees, with an option to propose a maximum fifteen percent markup on miscellaneous materials not specifically listed in the price sheet. HCPS may award primary contracts to one or more vendors by maintenance area (West, Central, or East), with secondary contractors designated as backup vendors. Evaluation criteria emphasize qualifications and experience (30%), specifications and scope of work understanding (25%), cost and best value (35%), and small business enterprise utilization (10%). Contractors must demonstrate five years of verifiable experience with all fencing types, current VendorLink vendor registration, required insurance coverage with HCPS named as additional insured, and compliance with Jessica Lunsford Act requirements. The district explicitly does not reimburse for tool or equipment rental, travel time, call-out fees, or premium weekend/holiday rates. Response requirements include completion of mandatory compliance affidavits certifying that entities do not engage in foreign commerce with prohibited nations or engage in human trafficking, and submission of vendor registration forms with tax identification and business information through the VendorLink electronic system.
