About this file
This Addendum No. 1, issued by Hillsborough County Public Schools (HCPS) Procurement Services on January 30, 2026, modifies the competitive solicitation RFP 26028-MST for Fencing Services. The addendum revises the Fence Specifications attachment to the original solicitation, which encompasses new installations and repairs/maintenance for multiple fencing types including galvanized chain-link, vinyl-coated chain-link, vinyl privacy, wood privacy, wood post-and-rail, steel decorative, Deacero panel, temporary, and athletic field fencing across 270+ school sites. The RFP contains 238 line items with estimated annual quantities ranging from single units to 18,000 linear feet. Questions regarding the solicitation are due by February 12, 2026, at 5:00 PM ET, and proposals must be submitted electronically via VendorLink by February 26, 2026, at 5:00 PM ET. The initial contract term begins upon School Board approval and automatically renews for up to four additional one-year periods, contingent on appropriations, contractor performance, continued need, and mutual agreement. Contractors must respond to day-to-day needs and emergencies with Priority 1 response within four hours, Priority 2 restoration within 10 business days, and Priority 3 completion within 15 business days.
All pricing must be firm for the initial contract term and inclusive of labor, materials, equipment, delivery, and applicable fees. Contractors may propose a maximum cost-plus fifteen percent markup for miscellaneous materials not listed on the price sheet. Evaluation criteria include qualifications and experience (30%), specifications and scope of work understanding (25%), cost and best value (35%), and small business enterprise utilization (10%). Contractors must demonstrate five years of verifiable experience with all fencing types, current VendorLink vendor registration, required insurance with HCPS as additional insured, and compliance with Jessica Lunsford Act requirements. HCPS will not reimburse for tool or equipment rental, travel time, call-out fees, premium weekend/holiday rates, or quote fees. Awards may be made to one or more primary vendors by maintenance area (West, Central, or East), with secondary contractors serving as backup vendors. All respondents must submit mandatory compliance affidavits regarding foreign countries of concern, human trafficking, and labor coercion, along with the Vendor Registration Form with tax identification and business information. Bidders must acknowledge receipt of this addendum with their bid submission using the form provided in the original competitive solicitation.
