About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Horse Park located in Fayette County, issued Request for Bid (RFB) 758 2300000766 seeking vendor responses to establish a Master Agreement for the procurement of rough-sawn White Oak fence boards measuring 1"x6"x16', free of visible defects, with an estimated quantity of 5,000 units. The boards must be delivered to the Kentucky Horse Park at 4089 Iron Works Parkway, Lexington, Kentucky. Bidders must submit electronically through the Kentucky eProcurement system and must be registered in the Commonwealth's Vendor Self Service System prior to submission. Written vendor questions were due by May 24, 2023, at 10:00 AM ET, with the bid closing date of June 2, 2023, at 1:30 PM ET. The initial contract period is one year from the date of award, with an option for four additional one-year renewal periods at the discretion of both parties. Evaluation will be conducted using a best value approach with pricing weighted at 90 points and delivery time weighted at 10 points, for a total of 100 points, where the bidder with the lowest price receives maximum points and other bids are scored proportionally. Pricing must be quoted F.O.B. Destination Freight Prepaid and Allowed and must exclude all federal excise taxes and Kentucky sales or use taxes, with delivery time specified in working days and one percent per day deducted from invoices for late deliveries.
The Commonwealth extends reciprocal preference to Kentucky resident bidders, while Kentucky Correctional Industries receives a 20 percent preference and qualified bidders receive a 15 percent preference under 200 KAR 5:410(3), which applies to nonprofit corporations or qualified nonprofit agencies serving individuals with severe disabilities that employ such individuals for at least seventy-five percent of direct labor man hours. Bidders claiming resident bidder status must attest they are authorized to conduct business in Kentucky and have, for one year prior to the advertisement date, filed Kentucky corporate income taxes, made unemployment insurance fund payments, and maintained an active workers' compensation policy. All bidders must complete and submit notarized affidavits attesting to compliance with Kentucky campaign finance laws and other required certifications. The successful bidder must maintain Contractor's General Liability Insurance of $1,000,000 per occurrence/$2,000,000 aggregate, Kentucky worker's compensation insurance, and automobile/truck liability insurance of $1,000,000 combined single limit. Prices shall remain firm for the first twelve months, after which increases may be requested with industry-wide justification. The Commonwealth reserves the right to cancel the contract with 30 days' written notice and to extend the contract to other state agencies with vendor consent. No specific award value or budget range is provided in the solicitation documents.
