About this opportunity

The Maryland Department of Information Technology is requesting proposals for a three-year Feedly Threat Intelligence Platform, Advanced Edition license under a Purchase Order Request for Proposals (PORFP), with proposals due September 21, 2026 at 2:00 p.m. This solicitation is limited to Master Contractors currently awarded under the Commercial Off-the-Shelf Software (COTS 2012) contract 060B2490021 — a restrictive cooperative-purchasing vehicle that narrows the eligible bidder pool to existing state contract holders.

The scope includes Functional Area I (COTS software) providing threat intelligence capabilities supporting up to 25 users, 200 Feedly AI Feeds, Ask AI functionality, 20 newsletter templates, vulnerability and cyberattack dashboards, threat intelligence AI models, unlimited workshops and training, API access with 100,000 monthly requests, single sign-on, and advanced privacy controls. Functional Area II (Installation and Training Services) and Functional Area III (Manufacturer's Software Maintenance) are optional components; Functional Area II cannot exceed 49 percent of total proposal value and cannot be purchased independently. Master Contractors must be authorized Feedly resellers and may submit Letters of Authorization with bids. All proposed software must be virus-free.

Master Contractors must provide estimated ship dates, lead times for each line item, and screenshots of the manufacturer's suggested retail price. Pricing is fixed-price with validity required for at least 90 days from the proposal due date. The place of performance is 100 Community Place, Crownsville, Maryland 21032. Award will be made to the responsive and responsible Master Contractor offering the most advantageous proposal based on price and stated evaluation criteria. Questions are due September 15, 2026 at 5:00 p.m. EDT, directed to Merchelle Halsey at the Department of Information Technology. This is not a Small Business Reserve solicitation.
