About this opportunity

Oklahoma State University, through the Board of Regents for the Oklahoma Agricultural and Mechanical Colleges, is soliciting bids under RFP OSUA&M-RFP-001870-2027 for feed and agricultural products for Oklahoma State University and Langston University, with bids due November 11, 2026 at 3:00 p.m. CST. Bidders must be registered as approved vendors to receive awards and payments, and registration is completed electronically through the Office of Central Procurement website.

The scope covers as-needed bagged and bulk livestock feed, supplements, minerals, grain, seed, bedding, and farm and ranch supplies. The Oklahoma State specifications define eleven pelleted and cube feed products for beef cattle, sheep, goats, horses, and swine, with protein levels from 9% to 38%. Some formulations include active drug ingredients, Monensin or Decoquinate, for therapeutic use. The Langston specifications cover medicated 18% goat creeper pellets, high- and low-protein goat pellets, 20% range and breeder cubes, and balanced dog puppy feed. Bidders must submit a detailed pricing sheet for commonly ordered products and complete feed specifications for comparable products that meet the minimum standards in the solicitation. Pre-award presentations and product demonstrations may be required of selected bidders. Bidders must also certify agreement with the seven-page terms and conditions, submit a non-collusion certificate, and disclose any contract terminations for cause within the preceding 36 months.

The contract runs from award through June 30, 2028, with an option to renew for up to four additional one-year periods upon mutual agreement. Pricing must be exclusive of state and federal excise taxes, and the cost proposal must include all relevant expenses such as licensing, implementation, training, maintenance, and support. Payment terms are Net 30 with 0% discount. Bids must remain firm for 120 days after the close date.

Best value evaluation establishes a competitive range based on average pricing across all submitted bids, and cost is evaluated against that range. Primary contact is Matthew Wessel at matt.wessel@okstate.edu or +1 405-744-8405. Commodity codes are 10000000 and 10120000.
