About this opportunity

Utah Valley University is requesting proposals for podcast production, management, distribution, and promotion services supporting the Constitutional Federalism Initiative, with proposals due October 5, 2026 at 2:00 p.m. MT and questions due September 28, 2026 at 2:00 p.m. MT.

The scope encompasses concept development, branding, guest recruitment and scheduling, recording, editing, distribution across Apple Podcasts and YouTube, audience development, marketing, social media promotion, and analytics reporting. The initial production schedule calls for one new episode every two weeks, with potential expansion to weekly episodes except during August. The podcast must maintain a professional, moderate, intellectually serious, and nonpartisan tone focused on constitutional structure, governance design, and intergovernmental problem-solving. All podcast materials—raw recordings, edited files, transcripts, graphics, and branding assets—are designated works made for hire owned by the Constitutional Federalism Initiative or UVU. The contractor must secure all necessary guest releases, music licenses, image rights, and third-party content permissions and maintain editorial collaboration with the CFI, which retains final approval authority over episodes, themes, guest selections, promotional materials, and sponsorship arrangements.

The anticipated annual budget is $240,000 with initial startup costs of $65,000. The initial contract term is one year with four optional one-year renewal periods, for a maximum duration of five years. The evaluation committee will score proposals on production capability and storytelling quality (40 points), understanding of federalism topics and demonstrated editorial judgment (30 points), launch plan and staff experience (10 points), and cost and value (20 points). Other institutions within the Utah System of Higher Education may purchase services under the resulting contract through a participating addendum or separate agreement. Proposals must be submitted electronically through the UVU Vendor Portal and include a letter of transmittal, technical proposal, cost proposal, sample contract, and a redacted version if confidential information is claimed. Contact John Richards at John.Richards@uvu.edu or 801-863-8969.
