The Orange County Transportation Authority is requesting proposals for Federal Transit Administration (FTA) Compliance Review and Consulting Services under RFP 260471, with proposals due October 20, 2026 at 2:00 p.m., and a question deadline of October 1, 2026.

The scope comprises five primary tasks over a 29-month term (January 1, 2027 through June 30, 2029): development of a work plan and schedule; compliance reviews of up to four subrecipients and up to three procurement compliance reviews annually, with draft and final reports and corrective action tracking; at least two staff training sessions per year on current FTA requirements and best practices; a preparatory Triennial Review to mimic the FTA's review approach for the Agency's anticipated December 2028 review; and ongoing compliance guidance and assistance throughout the contract period. Deliverables include written compliance review reports in electronic and hard copy format, status reports, PowerPoint presentations and training handouts, sample policies and procedures, and tracking matrices. The consultant must be available to present to OCTA's Board of Directors and Finance and Administration Committee as needed. Key personnel cannot be replaced without OCTA's prior written consent, with replacement candidates requiring approval within seven calendar days of submission.

The contract is structured as firm-fixed-price with a total budget of $245,000. Payment is monthly upon invoice, with OCTA retaining 10% as security pending release within 60 days of final invoice. Insurance requirements include commercial general liability with $1 million per occurrence limits, automobile liability with $1 million combined single limits, and California workers' compensation as required. OCTA retains all work products and deliverables upon payment and reserves the right to terminate for convenience or cause with 30 days' notice.

Evaluation criteria are Qualifications of the Firm (30 points), Staffing and Project Organization (25 points), Work Plan (20 points), and Cost and Price (25 points). The Authority will conduct oral interviews with selected proposers on November 17, 2026, and may request Best and Final Offers before award. Award notification will be provided within three business days via the OpenGov Procurement portal. The award is subject to receipt of adequate state and/or local funds.
