About this file
This is a Health, Safety and Environmental (HSE) Specifications document (Exhibit D, Level 1) issued by the Orange County Transportation Authority (OCTA) for RFP 260471, which pertains to Federal Transit Administration (FTA) Compliance Review and Consulting Services. The specification establishes mandatory health, safety, and environmental compliance requirements that apply to all contractors, subcontractors, suppliers, and employees engaged in Authority-related work. The document outlines general HSE requirements, regulatory compliance obligations, and incident notification and investigation procedures. Contractors are required to comply with all applicable OCTA HSEC requirements, project site requirements, and bus yard and rail safety rules. The specification emphasizes that contractors bear sole responsibility for identifying hazards, implementing appropriate controls, and ensuring safe work execution throughout the contract term. Non-compliance with safety standards or repeated unsafe acts may result in corrective action ranging from suspension of work and site removal to contract termination at the Authority's discretion.
The specification mandates immediate notification to the Authority's designated representative for any incident, including Authority property damage, Cal/OSHA-reportable and recordable injuries and illnesses, first-aid cases, near-miss incidents, environmental incidents such as spills or releases, and inspections by external agencies including Cal/OSHA, DTSC, SCAQMD, State Water Resources Control Board, FTA, CPUC, EPA, and USACE. Contractors must submit a written preliminary incident report to the Authority's Project Manager within 24 hours of any incident. Serious injuries, significant incidents, Cal/OSHA recordable injuries or illnesses, and major near-miss events may require formal incident investigation and review as directed by the Authority. The specification is applicable to the Orange County Transportation Authority's 29-month, $245,000 FTA compliance review and consulting services contract in California.
