About this opportunity
The Kentucky Transportation Cabinet, Division of Purchases, is requesting bids on behalf of the Division of Highways District 8 for a master agreement to provide equipment rental with operator services under an Indefinite Delivery/Indefinite Quantity contract, with bids due October 19, 2026 at 1:30 p.m. Eastern Time via the Kentucky Vendor Self Service system. The contract is federally funded by the Federal Highway Administration and is subject to Buy America Act compliance, requiring all steel, iron, and manufactured products to be domestically produced. A 0% Disadvantaged Business Enterprise goal applies.
The scope encompasses 33 line items covering heavy equipment rentals with qualified operators, including tracked excavators (700 hours), dump trucks and articulated trucks (300 hours), wheel loaders, vibratory rollers, motor graders, cold planers, cranes, skid steers, flagging and traffic control services, and specialized attachments such as hydraulic breakers and tree mulching heads. Equipment quantities range from 5 to 700 hours depending on type. All equipment must be furnished in excellent mechanical condition with qualified operators (except light plants) and include maintenance, repairs, fuel, and lubrication. Vendors are not required to own all equipment but must provide each piece on demand with a minimum guarantee of eight hours per work order. Emergency response is guaranteed within 48 hours with mobilization and demobilization costs of $750 per piece of equipment deployed within 24 hours; failure to respond within 72 hours may result in contract cancellation.
The initial contract term runs from December 1, 2026 through December 31, 2027, with four optional one-year renewal periods at the discretion of both parties. Pricing shall be submitted on an hourly basis with F.O.B. Destination Freight Prepaid and Allowed delivery terms. The lowest responsive bidder receives maximum evaluation points. Davis-Bacon Act prevailing wage rates apply, effective as of October 12, 2026. Contractors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance and workers' compensation coverage. Addendum #2 was issued on October 12, 2026, clarifying specifications and addressing bidder questions.
