Submission Checklist
The following items will be required to be submitted with bid:
Item The bidder with the lowest bid receives the maximum score.
100 Points
10/12/2026 – Addendum 2 – To Answer all questions received from bidders and to update solicitation specifications no other changes made. The closing date will remain the same.
1. Line Item #7 does not specify a minimum number of trucks required. There are other maintenance contracts that require a minimum number of trucks to be provided based on the extensive scope of work with some projects. With no minimum required that allows companies with only 1 truck to bid and might present an issue in the future. Basically, we are asking if you actually do have a minimum required and maybe it just did not get listed on that line item.
Vendor shall be capable of providing up to 12 trucks.
2. Line Item #19 does not specify whether flagger and traffic control training certification are required.
Does your district require that specific training and do we need to submit copies of the certificates with the bid?
Provide certified flaggers and traffic control for maintenance operations on highway projects. Price per hour includes one flagger, warning signs, flagger paddles, PPE, and work zone set up in accordance with KYTC Standard Drawings. Vendor must be able to provide up to 6 flaggers, at any one time, if needed.
With permission from the Engineer, the vendor may elect to use temporary traffic signals or portable traffic signals with appropriate signing in accordance with MUTCD or as directed by the Engineer.
Vendor must also place and maintain appropriate work zone signing, flagger signs, flagger paddles, etc.
in accordance with the MUTCD or as directed by the Engineer. Flaggers are required to wear appropriate safety equipment and must stay in constant communication with one another. Flaggers must work in accordance with Kentucky Dept of Highways Standard Drawings, in accordance with the MUTCD, and must comply with Section 112 of the current Standard Specifications for Road and Bridge Construction at all times. Payment will be made for the total number of man-hours worked for supplied traffic control each day. If vendor supplies portable traffic signals, payment by the man-hour will be based on number of man-hours flaggers would have been utilized instead of portable signals.
3. Line Item #32 is missing the solicitation. But the description for that missing line item is listed for Line item #33.
Line 32 was a deleted line and will not show up on the solicitation.
4. Line Item #33 for self-propelled road widener is missing the extended description which presents a challenge to provide a spec.
Must be minimum 65 HP. Strike off blade that can vary in length from 1 foot to at least 6 feet. 18-inch-wide variable speed hydraulic drive conveyor system. Width of receiving hopper a minimum of 9 Ft. with a reinforced rubber bib. To be MIDLAND SPD-6 Self Propelled or approved equivalent.
