About this opportunity

The Kentucky Transportation Cabinet Division of Purchases, on behalf of District 8 Highways, is requesting bids on a master agreement for federal equipment rental with operator services covering 31 line items, with bids due October 19, 2026 at 1:30 p.m. Eastern Time via the Kentucky Vendor Self Service system at https://vss.ky.gov. The solicitation was extended by Addendum #1 from the original October 8 closing date. This is a federal-aid project subject to Davis-Bacon prevailing wage determinations, Buy America/Build America Act requirements, and a Disadvantaged Business Enterprise goal of 0%.

The scope encompasses track excavators with operators (700 hours standard, 30 hours long reach), dump trucks with operators (300 hours), articulated trucks, skid steers, motor graders, vibratory rollers, wheel loaders, flagging and traffic control services, hydraulic cranes, and specialized attachments including hydraulic breakers, tree mulching heads, cold planers, and milling machines. Equipment must be furnished in excellent mechanical condition with qualified operators (except light plants) including all maintenance, repairs, fuel, and lubrication. Vendors must provide manufacturer and model numbers for all equipment.

The contract term runs from December 1, 2026 through December 31, 2027, with four optional one-year renewal periods. Pricing is hourly, subject to a minimum guarantee of eight hours per work order and F.O.B. Destination Freight Prepaid and Allowed. Emergency response within 48 hours triggers a $750 mobilization fee; routine-work delays incur 1% daily penalties, and emergency-work failures incur $1,000 daily penalties. Awards are based on lowest bid (100-point maximum score). Vendors must maintain Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate, plus applicable automobile liability and workers' compensation coverage. Pricing is subject to Consumer Price Index adjustments at renewal if increases exceed ten percent. Only electronic bids through the online system will be accepted; emailed and hard-copy submissions will not be considered.
