About this file

This is a Request for Bid (RFB) solicitation modification issued by the Kentucky Transportation Cabinet (KYTC), Division of Purchases, on behalf of District 8 for a master agreement to provide federal equipment rental with operators. The solicitation includes 31 line items spanning various heavy equipment categories such as track excavators, dump trucks, articulated trucks, skid steers, motor graders, vibratory rollers, milling machines, wheel loaders, flagging services, and specialized attachments including hydraulic breakers, tree trimmers, and cranes. Equipment quantities range from 5 to 700 hours, with units of measure specified in hourly rates. The original bid closing date was extended via Addendum #1 from an unspecified date to October 19, 2026, at 1:30 p.m. Eastern Time to allow additional time for bidder questions. All equipment must be furnished in excellent mechanical condition with a qualified operator (except light plants) and include all maintenance, repairs, fuel, and lubrication. The contract period runs from December 1, 2026, through December 31, 2027, with four optional one-year renewal periods. For routine work, vendors must respond within a specified timeframe; for emergency work, vendors must begin work within 48 hours of notification and are guaranteed $750 in mobilization costs if equipment arrives and begins work within 24 hours.

Bidders must submit pricing on a unit cost basis for each line item, with the lowest bid receiving maximum score of 100 points. This is a federal-aid project subject to Davis-Bacon prevailing wage requirements, with wage determinations effective ten calendar days prior to bid submission. The contract is subject to Buy America/Build America Buy America Act (BABA) requirements, requiring that all steel, iron, and manufactured products be produced in the United States with final assembly occurring domestically. A Disadvantaged Business Enterprise (DBE) goal of 0% has been established for this contract. Vendors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus additional automobile liability and workers' compensation insurance as applicable. The contract is an Indefinite Delivery/Indefinite Quantity (ID/IQ) arrangement with pricing subject to Consumer Price Index adjustments at renewal if increases exceed ten percent. All bids must be submitted electronically through the Kentucky eProcurement system at https://vss.ky.gov, and all bidders must be registered in the Vendor Self Service System at least 24-48 hours prior to submission. The contact for questions is Nick Cavender at 502-782-3979 or Nicholas.Cavender@ky.gov.

Contractors are encouraged to use the services of banks owned and controlled by minorities and women.

CERTIFICATION OF CONTRACT GOAL

Contractors shall include the following certification in bids for projects for which a DBE goal has been established.

BIDS SUBMITTED WHICH DO NOT INCLUDE CERTIFICATION OF DBE PARTICIPATION WILL NOT BE ACCEPTED. These bids will not be considered for award by the Cabinet and they will be returned to the bidder.
