The West Sacramento Area Flood Control Agency (WSAFCA), a Joint Powers Agency comprised of the City of West Sacramento and Reclamation District 900, is soliciting a Request for Qualifications (RFQ) for Federal Advocacy and Governmental Relations Services. The agency seeks a proactive legislative advocate to represent its interests with Congress, the U.S. Senate, U.S. House of Representatives, U.S. Army Corps of Engineers, FEMA, OMB, and other relevant federal agencies and interest groups. Evaluation criteria for the selection process include a cover letter (10 points), qualifications and experience (30 points), prior work with public agencies (15 points), and project approach (20 points). The RFQ was posted on June 17, 2025, with a response deadline of July 9, 2025 at 2:00 pm. The initial contract term may extend up to 3 years, with potential extensions for three additional 1-year terms, creating a possible 6-year contract period. Proposers must provide comprehensive documentation of their experience, approach, and potential conflicts of interest, and must meet specific insurance requirements.

The RFQ does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. There are no indications of incumbent vendors or existing contractors mentioned in the documents. The contract includes comprehensive insurance requirements, mandating Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 per accident / $2,000,000 aggregate), Workers' Compensation, and Professional Liability ($1,000,000). While no specific budget range is detailed, the agency emphasizes a cost-effective approach to supporting its flood protection program, with the final scope of services subject to negotiation. The contract allows for flexible work assignment methods, including sole source selection, competitive quotes, or qualifications-based selection, with no guaranteed minimum amount of work. Proposers must be prepared to provide necessary business licenses, certifications, and meet stringent insurance and endorsement requirements, including naming WSAFCA as an additional insured.
