About this opportunity

The Florida Department of Transportation District One Procurement Office is requesting bids on 20 units of Ouster OS1 Rev 07.0 Bundle LiDAR sensors and associated mounting accessories, cables, and power equipment for the US 41 Florida's Regional Mobility Elements (FRAME) Project under ITB 26-1358-DN, with sealed bids due electronically June 16, 2026 at 9:00 a.m. EST. An in-state preference of 5% applies to the lowest responsible and responsive vendor with a principal place of business in Florida if the lowest bid is submitted by an out-of-state vendor whose state does not grant reciprocal preference.

The LiDAR devices will support connected vehicle deployment at 25 intersections along 6.44 miles of the US 41 corridor in Lee County, enabling Signal Phasing and Timing (SPaT), Traveler Information Messages (TIM), and Pedestrian Detection/Personal Safety Messages (PSM) applications. The specification calls for the Ouster OS1 Rev 07.0 Bundle model, a single-source requirement.

Pricing shall be firm, net, and delivered F.O.B. destination with all freight charges included. The successful vendor must provide a 90-day warranty and one-year technical phone support. Bidders must specify the delivery timeline in their bid response. The Department reserves the right to award by individual item, group of items, all or none, or in combination thereof.

Vendors must be actively registered in MyFloridaMarketplace (MFMP) at bid opening and will be subject to a 1% MFMP transaction fee on all resulting payments. Technical questions are due June 10, 2026 at 12:00 p.m. EST. Public opening occurs June 16, 2026 at 10:00 a.m. EST at FDOT offices in Bartow, Florida, with posting of the intended award decision scheduled for 4:00 p.m. EST the same day. Site visits may be arranged by contacting the procurement agent. Bidders must submit the Vendor Certification Regarding Scrutinized Companies Lists, In-State Preference Form, Drug-Free Workplace Certification, E-Verify acknowledgment, and BID Opportunity List. Protests of the solicitation must be filed within 72 hours of posting; formal protests are due within 10 days under Florida Statutes.
