About this opportunity

The Florida Department of Transportation (FDOT) District Two Procurement Office is soliciting competitive bids for the purchase of one new Terex TC55 Optima 4X4 bucket truck to be delivered to the Lake City Operations Yard. The procurement is specifically for a specialized vehicle with an insulated non-overcenter aerial device featuring a 60-foot working height and 42.8-foot side reach, mounted on a Freightliner M2-106 4x4 chassis with a custom service body. Bidders must submit sealed proposals by November 10, 2025, at 2:00 PM via email to D2.Purch@dot.state.fl.us, with a public bid opening scheduled for 2:30 PM the same day at the District Two Procurement Office in Lake City. Technical questions are due by November 3, 2025, at 5:00 PM, and the Department intends to post its award decision on November 13, 2025. No pre-bid conference will be held, and alternate truck brands will not be considered. Bid prices must be firm, net, delivered prices that include all freight charges, and the Department reserves the right to award to one or more suppliers while maintaining the option to reject any and all bids.

The procurement includes several important vendor requirements and restrictions, with an in-state preference of 5 percent applied to Florida-based vendors in accordance with Section 287.084, Florida Statutes. Out-of-state bidders must submit written legal opinions regarding their home state's preference policies. Vendors must be actively registered in the MyFloridaMarketPlace (MFMP) system at the time of bid opening and must submit several mandatory certifications, including a Vendor Certification Regarding Scrutinized Companies Lists, a Drug-Free Workplace Program Certification, an E-Verify attestation, an Affidavit Regarding Labor and Services, and an In-State Preference Form. The contract will be awarded via Purchase Order with a required 90-day warranty against defective materials and workmanship. Liquidated damages of $100 per every five days beyond the delivery date will be imposed without prior vendor notification. While no specific budget range is mentioned, the procurement follows standard civil rights compliance statutes, including Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, national origin, sex, disability, and age.
