About this opportunity

The Pennsylvania Department of Conservation and Natural Resources, Bureau of Forestry is procuring one complete UTV Tank Skid Unit Herbicide Sprayer for delivery to Loyalsock State Forest (FD20) in Tioga County. The solicitation requires vendors to supply and deliver an all-welded aluminum skid with standard duty frame and fork pockets, a 50-gallon HDPE PCO tank with molded gallon indicators, a boom buster spray rack with Reese style hitch featuring three adjustable sections with electric on/off valves, one Hannay Electric Hose Reel with 300 feet of spray hose and multiple spray guns, a Honda GX 200 Electric Start Engine, an Udor Kappa 55 pump with maximum 15 GPM and 560 PSI capacity, and 325-leg tank with tie down bands and quick disconnects. The vendor must assemble and factory test the unit prior to delivery and provide a minimum one-hour instruction to DCNR staff on equipment operation and maintenance protocols. The unit price must be inclusive of all administrative costs, labor, materials, equipment, accessories, tools, insurance, delivery, shipping, transportation, fuel charges, environmental handling, unloading charges, dealer preparation, staff training, and miscellaneous costs. Bids must be submitted electronically via the PA Supplier Portal at www.pasupplierportal.state.pa.us by the April 27, 2026 deadline, and the Commonwealth will award the contract to the lowest responsive and responsible bidder based on total bid price. Delivery is required by October 31, 2026, with the vendor required to coordinate scheduling at least two weeks prior with Joe Engel at 570-946-4049 or cengel@pa.gov for delivery between Monday and Friday, 8:00 a.m. to 3:00 p.m. at Loyalsock State Forest Resource Management Center, 6735 Route 220, Dushore, PA 18614.

All bidders must comply with Pennsylvania's Worker Protection and Investment Certification Form (BOP-2201), which requires certification of compliance with state unemployment compensation, workers' compensation, and thirteen specific labor and workforce safety laws, with false statements carrying significant legal consequences including contract termination and three-year bid ineligibility. Bidders must also complete the Reciprocal Limitations Act Requirements form disclosing the manufacturer and state or country of manufacture for each item and providing business residency information, as Pennsylvania provides preferences to bidders offering supplies produced, manufactured, or grown in Pennsylvania with preference percentages ranging from 2% to 15% depending on the product category. The Commonwealth reserves the right to request references of similar work performed in the previous two years as proof of bidder qualifications, and failure to provide adequate references may result in bid rejection. The solicitation promotes participation by small businesses and small diverse businesses through the Commonwealth's Small Business Procurement Initiative, which enables eligible vendors—defined as for-profit, United States-based, independently owned entities with no more than 100 full-time equivalent employees and three-year average gross revenues not exceeding $47 million—to serve as prime contractors or subcontractors. Interested small business vendors can obtain detailed guidance and register through the Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO) website at https://www.dgs.pa.gov/Small%20Business%20Contracting%20Program/Pages/default.aspx or by contacting BDISBO at (717) 783-3119 or gsbdisbo@pa.gov. No specific budget or award value is disclosed in the procurement documents, and payment will be made on a reimbursement basis following delivery and final acceptance via Automated Clearing House (ACH) direct deposit.
