About this file
This document is a procurement initiative letter from the Pennsylvania Department of Conservation and Natural Resources (DCNR), Bureau of Administrative Services, in coordination with the Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO). The letter promotes the Small Business Procurement Initiative, which encourages small and small diverse businesses to participate in Commonwealth contracting opportunities across goods, services, information technology, and construction. The initiative enables eligible vendors to serve as prime contractors, subcontractors, suppliers, and professional service providers. The related contract opportunity involves the DCNR Bureau of Forestry at Loyalsock State Forest (FD20) seeking a vendor to supply and deliver a complete herbicide sprayer system, including an all-welded aluminum skid, 50-gallon HDPE PCO tank, boom buster spray rack with Reese-style hitch, 325-leg tank and tie-down bands with quick disconnects, and to provide a minimum of one hour of instruction to DCNR staff on equipment operation and maintenance protocols.
To qualify as a Small Business (SB) under this initiative, vendors must self-certify that they are for-profit, United States-based, independently owned, non-dominant in their field, employ no more than 100 full-time equivalent employees, and have three-year average gross revenues not exceeding $47 million. Small Diverse Business (SDB) classification requires initial SB self-certification followed by submission of current third-party certification to BDISBO. The Commonwealth's Small Business Reserve program provides additional opportunities exclusively for SBs and SDBs in a race and gender-neutral competition. Interested vendors can register and obtain detailed guidance through the BDISBO website at https://www.dgs.pa.gov/Small%20Business%20Contracting%20Program/Pages/default.aspx, or contact BDISBO directly at (717) 783-3119 or gsbdisbo@pa.gov.

Dear Small Business Owner:
The Department of Conservation and Natural Resources is focused on proactively promoting the use of Small and/or Diverse Businesses on eligible solicitations with our agency.
The Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO) has created a process with which eligible vendors can become selfcertified as a Small Business (SB) and verified as a Small Diverse Business (SOB). Once selfcertified, vendors can be considered for contract award opportunities with the Commonwealth of Pennsylvania that are specifically tailored for SBs and SDBs.
These programs allow SBs and SDBs to participate as prime contractors, subcontractors, suppliers, and professional service providers on Commonwealth purchase orders. Opportunities are available with the Commonwealth for goods, services, IT, and construction.
In addition, eligible businesses may compete for contracts reserved solely for small businesses under the Commonwealth's Small Business Reserve program, a race and genderneutral program open to all businesses that are SBs or SDBs.
In order to qualify as a Small Business (SB), a vendor must selfcertify that they meet the following requirements:
• The business must be a forprofit, United States business.
• The business must be independently owned.
• The business may not be dominant in its field of operation.
• The business may not employ more than 100 fulltime equivalent employees.
• The business may not exceed threeyear average gross revenues of $47 million, regardless of business type.
In order to qualify as a Small Diverse Business (SDB), a business must first selfcertify as an SB, then submit current certification from a variety of approved third parties to BDISBO.
For an overview of the program, stepbystep guide on how to selfcertify as a Small Business, and pertinent resources, please visit:

Should your business fall under these requirements, we strongly encourage you to register.
If you have any questions about the program, do not hesitate to contact BDISBO; they are reachable by phone at: (717) 7833119 or by email at: gsbdisbo@pa.gov.
Thank you for your continued support and interest in Commonwealth business opportunities!
Sincerely, Xia Wang Director Bureau of Administrative Services
