The Commonwealth of Pennsylvania, Department of Conservation and Natural Resources (DCNR), Buchanan State Forest, is soliciting competitive bids for the delivery, paver-placement, and compaction of approximately 1,300 tons of limestone Driving Surface Aggregate (DSA) to Blankley Road in Cumberland Valley Township, Bedford County. The primary objectives are to deliver DSA material at a rate of 700 tons per day between 7:30 a.m. and 5:30 p.m., place material using a track-mounted motor paver capable of spreading to 12-18 feet width with a 4% crown, and compact the material to an average finished depth of 4 inches using a minimum 10-ton static, 20-ton vibratory double-steel drum roller. The DSA material must originate from a Pennsylvania Department of Transportation-qualified quarry source and must meet strict specifications including sieve gradation requirements, LA Abrasion loss less than 45%, Plasticity Index maximum of 4, and pH range of 6-12.45, with compaction to minimum 95% of dry-mass density. Bidders must attend a mandatory pre-bid conference scheduled for March 13, 2026, at 10:00 a.m. at the ATV/Snowmobile parking lot at the intersection of Route 326 and Blankley Road; failure to attend will result in disqualification. All bids are due March 25, 2026, and must be submitted electronically through the PA Supplier Portal. Bidders must submit signed acknowledgment letters confirming their ability to produce or procure certified DSA, a Reciprocal Limitations Act form, and a Worker Protection and Investment Certification Form. The DCNR reserves the right to request three contractor references and may reject bidders if adequate proof of similar paver-placement experience with at least 1,300 tons of DSA or Trail Surface Aggregate cannot be provided.

The contract includes a $10,000 performance security requirement due within ten days of the contract effective date, with liquidated damages assessed at $250 per day for delivery delays. Payment will be made by Automated Clearing House within thirty days of receipt of a proper invoice upon satisfactory project completion. Contractors must maintain Workers' Compensation Insurance and Public Liability and Property Damage Insurance with minimum coverage of $250,000 per person and $1,000,000 per occurrence for bodily injury and property damage. The contract term commences upon receipt of the Purchase Order and terminates on June 30, 2026. The Commonwealth offers opportunities under its Small Business Procurement Initiative for certified small businesses and small diverse businesses, with self-certification available through the Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities; eligible small businesses must be for-profit, independently owned United States entities employing no more than 100 full-time equivalent employees with three-year average gross revenues not exceeding $47 million. All bidders must be registered in Pennsylvania's Vendor Master file and must comply with enhanced minimum wage requirements of $15.00 per hour, prevailing wage requirements where applicable, and all applicable federal and state laws, including nondiscrimination provisions. No specific contract award value is disclosed in the procurement documents; the estimated tonnage of 1,300 tons may increase or decrease based on DCNR's needs.
