About this opportunity

The Commonwealth of Pennsylvania, Department of Conservation and Natural Resources, Michaux State Forest (FD-1) is requesting bids to deliver and tailgate approximately 6,000 tons of Driveway Grade Shale to Wirt Road in Franklin County, Quincy Township, with bids due November 2, 2026 and award to the lowest responsive and responsible bidder. Pennsylvania's Small Business Procurement Initiative may reserve this contract for Small Businesses (SBs) and Small Diverse Businesses (SDBs) if the solicitation is designated as eligible; SB self-certification requires for-profit, independently owned United States status, no dominance in field, no more than 100 full-time equivalent employees, and three-year average gross revenues not exceeding $47 million. The project encompasses approximately 1.5 miles of Wirt Road from the intersection with Staley Road to the intersection with Biesecker Gap Road. The contractor must submit a Schedule of Work within two weeks of request identifying the quarry, subcontractors, and delivery schedule. Deliveries must occur continuously between 7:00 a.m. and 3:30 p.m. using 7 to 9 trucks with an on-site equipment operator. Delivery cannot commence until the contractor receives a fully executed Purchase Order, Forest District approval of the Schedule of Work, and a Notice to Proceed. The contractor is responsible for obtaining all necessary Road Use Permits and associated bonds from PennDOT, townships, or other agencies.

The contract commences upon issuance of a fully executed Purchase Order and terminates October 31, 2027. Delivery is due within thirty days after the Effective Date. Bid prices must include all labor, materials, equipment, tools, and insurance. Payment is made by Automated Clearing House upon satisfactory completion. Bidders must submit bids electronically through the PA Supplier Portal and include executed Reciprocal Limitations Act and Worker Protection and Investment Certification (BOP-2201) forms. The Commonwealth reserves the right to request contractor references demonstrating experience with similar shale delivery projects and to reject bidders unable to provide adequate documentation.
